Duties

Help
  • Performs target analysis, aimpoint development, and weapons effect calculations (weaponeering) for cruise missiles to maximize weapon system performance against tasked targets.
  • Develops and maintains cruise missile conventional mission data employing the capabilities of the computer-assisted Tomahawk Command and Control System.
  • Performs quantitative and qualitative analyses of weaponeering and imagery products in selecting the most appropriate technique(s) for precise point mensuration.
  • Performs target database management, initiation of conventional target mission planning, and mission operations on a relational database management system.
  • Writes and edits point and talking papers as well as other formal and informal staff documents.

  • This is a ?KEY? position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • Recall to duty may be a requirement of this position.
  • Overtime and/or emergency overtime may be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Comprehensive knowledge of the terminologies, methodologies, and research and analytical techniques of target analysis, execution planning, and damage assessment; in-depth knowledge of the functions, processes, and principles of cruise missile mission planning and mission distribution systems. Knowledge of target database management functions contained in the targeting cycle; knowledge and understanding of the principles of analytical and statistical properties of computer database management including specific knowledge of computer database organization and access. Knowledge of and ability to interpret, evaluate, and integrate information from all sources in order to determine their suitability for use in mission planning.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. In-depth knowledge of the functions, processes, and principles of the Tomahawk Land Attack Missile (TLAM) weapon system mission planning, distribution, and execution processes and mission distribution systems; working knowledge of kinetic and non-kinetic threats to the TLAM; and the ability to devise innovative solutions to monitor and track their presence.
  2. Comprehensive knowledge of the terminologies, methodologies, and research and analytical techniques of target analysis, weaponeering, target materials, force application, execution planning, damage assessment, and target database management functions contained in the targeting cycle as they apply to Tomahawk Land Attack Missiles(TLAMs).
  3. Knowledge of current and future Tomahawk Command and Control System architecture designs related to navigation and geospatial data planning processes and of standalone imagery and geospatial acquisition systems as well as knowledge of the physical characteristics, capabilities, and limitations of friendly weapon systems and munitions and/or ability to research such data.
  4. Knowledge of photogrammetric theory and measurement techniques sufficient to oversee the development of geopositioning products which include aim points, vertical update points, Terminal Area Digital Terrain Matrices, and Digital Scene Mapping Area Correlator maps in support of TLAM flight route development.
  5. Knowledge of and ability to interpret and evaluate information from varying sources for mission suitability and to integrate intelligence information into TLAM mission planning.
  6. Knowledge of and ability to obtain the physical characteristics, capabilities, limitations, functional interrelationships, and doctrine for employment of potential adversarial weapon systems, command control networks, military units, logistics support networks, and industrial/economic base.
  7. Knowledge of military command and organizational relationships to include Combatant Commanders, Joint Staff, Chief of Naval Operations, U.S. Numbered Fleets, Naval Air System Command program managers, Combat Support Agencies and Combat Air Operations Centers integration and synchronization in/with TLAM processes.
  8. In-depth knowledge and understanding of the Laws of Armed Conflict (LOAC) and the assignment of no strike areas; skill in the discerning of geo-political and economic influences on actions of target destruction within targeted nations. Ability to communicate effectively, both orally and in writing, including the ability to present complex concepts in easy-to-understand language.
  9. Skill in and the ability to analyze detailed plans, strike rehearsals, and exercise scenarios sufficient to assess observations and provide proposals to enhance combat readiness; skill in translating requests for information into reports by researching, analyzing, arranging, and displaying complex data and related information.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1").
