PROGRAM SUPPORT- Receives and reviews for completeness a variety of documents submitted by the inspectors, e.g., mine plans, inspections and investigation reports. Identifies and recommends solutions for any discrepancies found prior to submission to the supervisor for final review and /or signature. Ensures that completed reports and any additional relevant information, including special assessment review form packages, are complete, comply with the proper MSHA format, and forwarded to the District in a timely manner. Records and tracks mine plan approval processing. Prepares plan approval and rejection letters. Uploads and downloads daily inspection activities. Tracks special assessment reviews. Generates violation and inspection tracking documents and reports of discrimination. Gathers and complies FOIA data. Revises mine assignment listings. Tracks motor vehicle usage. Prepares, transmits and retrieves a myriad of informational documents, reports, and conference data in a variety of formats. Upon request, researches, gathers, and assembles information for use by field office staff in special projects, evaluations, conferences, and meetings, etc., using various sources such as, but not limited to, the MIS, mine files and Internet access. Maintains record systems for the work unit in support of the Divisional operations, Uniform Mine Files, Mine Status Records, Violation Status and History, statistical data collections, Health and Safety Conferences, SCSR database, instructor database, air analysis database wastebank and impoundment database, ignition and methane liberation databases, and MMU/DA/DWP record system, etc. Tracks citations and orders Record –keeping. Assures records comply with appropriate policy and procedure directives and established timesframes.

ADMINISTRATIVE SUPPORT-Receives calls and visitors from MSHA, other government agencies, and the mining industry, etc. Based on a practical knowledge of the Mine Act, the programs, and the goals and policies of the supervisor and staff, ascertains the nature of the call or visit and determines those which he/she can personally handle, referring others to the appropriate field or district office staff. When fatal or non-fatal accident information or hazard complaints are received, determines the immediacy of the situation, obtains the necessary information and provides it to the supervisor, or during his/her absence from the office, immediately forwards to the District Office for handling. Keeps in contact with the supervisor when out of the office in order to plan, coordinate, and advice on work efforts or resolve operating problems. Keeps a log of callers and visitors during the supervisor's absences. Arranges conferences and appointments for the Office. Makes travel arrangements for employees of the work unit. Provides itinerary, secures travel and motel reservations, and prepares travel vouchers upon completion of travel. Receives, reviews, and distributes incoming correspondence. Attaches appropriate background information from the files, as necessary. Reviews outgoing correspondence for compliance with policy, procedure, format, grammar, etc. Maintains a log of all incoming and outgoing correspondence and action documents. Performs a variety of administrative functions, e.g., posting and maintaining time and attendance records, etc.

AUTOMATION-Expedites record-keeping, tracking, and production of documents,. Develops methods for automating reports, such as accident reports, preparation of performance standards and evaluations, and a variety of monthly, quarterly and annual reports, including plan and review completions, due date reports, sampling status reports, tracking of petitions for modification, and incidence rate reports. Determines the data categories to be established, identifies the sorting and calculating functions to be performed, and sets up the detailed functional procedures needed to enter and retrieve data in the required format. Assists inspectors in downloading mine data and Agency directives from the mainframe to the desktop and inspector laptop computers. Assists the inspectors in uploading the Inspectors' Portable Application for Laptop (IPAL) data on a regular basis. Based on a good working knowledge of IPAL, ensures that the data uploads and downloads are successfully completed. On a routine basis, uses standard and customized queries to electronically request and retrieve various enforcement data from MIS for use by the staff. Performs other related duties as required in support of the Office.

Duties at the GS-05 are developmental assignments and as the incumbent progresses, the assignments become more difficult and complex at the GS-06 full journeyman level.

You must have a typing proficiency of 40 words per minute based on a 5 minute sample with three or fewer errors. You must have a certificate of proficiency from an organization authorized to issue such certificates or self-certify your proficiency.

Qualifications

To qualify at the GS-05: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-4, in the Federal Service, -or- four years of education above high school level, -or- a combination of specialized experience and education. This experience may have been gained either in the Federal or Private sectors, demonstrating the knowledge, skills and abilities to successfully perform the duties of this position. 

Examples of specialized experience include: 

 1) Utilizing electronic record keeping systems and their varied capabilities to capture, retrieve, and report data.

2) Knowledge of the capabilities of general office automation software (E.g.: R-base, Access database, Excel spreadsheet, and word processing) to facilitate the technical and administrative needs of the office, experience such as developing, maintaining, retrieving, importing, and modifying data, documents, and reports;

3) Operating office equipment such as printers, plotters, modems, scanners, fax machines, or copiers.

4) Performing a variety of administrative functions such as sending/retrieving correspondence, answering phone calls, arranging conferences/ meetings, greeting and directing visitors and maintaining schedules.

To qualify at the GS-6: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-5, in the Federal Service,  this experience may have been gained either in the Federal or Private sectors, demonstrating the knowledge, skills and abilities to successfully perform the duties of this position. 

Examples of specialized experience include:

1) Researching, gathering, and assembling information for use in special projects, evaluations, conference, and meetings, etc., using various sources;

2) Ability to operate advanced functions on various office software packages (e.g. word processing, database, spreadsheet, electronic mail or graphics) to produce correspondence, reports, and data lists in support of the program functions.

3) Performing a variety of administrative functions such as sending/retrieving correspondence, answering phone calls, maintaining time and attendance records, personnel documents, making travel arrangement, preparing travel vouchers, arranging conferences/ meetings, greeting and directing visitors and maintaining schedules;

4) Communicating effectively, both orally and in writing, to provide and receive information from a variety of internal and external contacts.

Education may be used to substitute for specialized experience at the GS-05 Grade Level only: 4 years of education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

For the GS-06 Grade Level: There is no educational substitution.
