The ideal candidate, while not required, will have experience in Security, Infrastructure, ITSM and Audit Management. This includes knowledge of the technical infrastructure comprised of Oracle Databases, Oracle E-Business ERP System integrated with other COTS applications and tools on various operating systems; theoretical and practical knowledge of information security principles and the ability to apply them to each of the core services areas of NBS Architecture; this includes knowledge of IT principles, NIST and other security concepts, policies, standards, and practices; knowledge of system software, hardware and experience with cloud architecture and cloud transition; knowledge of the Information Technology Information Library (ITIL) practices and EPLC processes.


If selected for the Supervisory IT Specialist position, some of your major duties and responsibilities will include:
  • Providing comprehensive IT service management, Infrastructure, Security, Internal Control and Audit in support of NBS systems and ensures NBS systems are secure, effective, reliable and available.
  • Managing and Maintaining Access Controls, SOD and Configuration Management policies for NBS and ensures NBS is in compliance with the NBS policies and Federal requirements.
  • Managing NBS's compliance with assessments, monitoring and reporting of internal controls per OMB Circular No. A-123, Management's Responsibility for Internal Control.
  • Ensuring that Infrastructure, Audit and security services are provided in compliance with NBS service provider contracts/SLAs.
  • Ensuring that the NBS system security needs are established and maintained for operations in accordance with established Government Information Security Acts and standards.
  • Providing guidance and support for security policy development and analysis that integrates new architectural analysis of cyber security features and its relationship to the existing system and future needs/trends.
  • Assessing and identifying major agency-wide cross-cutting security and infrastructure initiatives and providing leadership and direction of these activities.
  • Overseeing IT systems development projects from design to support, developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, evaluating, and reporting on accomplishments.

Qualifications

To qualify for a Supervisory IT Specialist (INFOSEC) position, you must have IT-related experience as described below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.IT-related experience must demonstrate each of the four competencies listed below:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that you work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND to qualify at the GS-15 level:
  • You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-14 level in the Federal Government performing the following types of tasks: developing enterprise level strategies and approaches to security information and systems; developing, implementing, and coordinating activities designed to protect and secure IT systems, services and capabilities; providing advice and guidance in implementing IT security policies and procedures in the development and operation of network systems and overall IT security; defining the scope and level of detail for IT security plans and policies applicable to an IT security program; and assessing and testing security posture.
You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
