Summary

The incumbent serves as an Applied Agricultural Economist conducting special domestic and international trade investigative projects for the USDA Agricultural Marketing Service's (AMS) National Organic Program's (NOP) Compliance and Enforcement Division. This position is based in Washington DC. Relocation will be paid. Do not apply for this position unless you are willing to move to the Washington DC area. Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • Develops and analyzes data to interpret and identify marketing trends and compliance and enforcement data to support investigations and trends analysis.
  • Assists project leaders and management in developing project plans, coordinating overall team efforts, and maintaining appropriate lines of communication.
  • Selects and adapts quantitative methods, practices and theories to conduct surveys, perform analysis, interpret results, and develop findings and reports.
  • Applies trade data to identify economic trends and fluctuations, analyzes findings, evaluates statistical limitations of data, and specifies the range of results to provide basis for management planning, budgeting, and resource decisions.
  • Provides advice on forecasting and quantitative analysis to subject-matter specialists responsible for investigations, risk assessments, and policy decisions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT:

Degree: Economics, including at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

Combination of education and experience:
Courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Experience in collecting, processing, and interpreting raw data to determine the significance of the findings.
  • Experience cleaning, analyzing, and managing clearly defined data sets, ranging from farm-level records to large datasets, as part of larger projects.
  • Experience applying defined methods and existing economic analysis procedures as appropriate to the assignments.
  • Experience documenting methods, findings, and results in technical reports.
  • Experience applying trade data to identify economic trends and fluctuations, analyze findings, evaluate statistical limitations of data, and specify the range of results.
OR 2 years of progressively higher level graduate education leading to a master's degree or Master's degree, or equivalent graduate level degree . Equivalent combinations of education and experience are qualifying for this grade level.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Experience applying microeconomic theory and policies.
  • Experience developing problem statements, hypothesizing solutions, and planning a method or proving or disproving the hypothesis by conducting reviews of economic literature, and locating, collecting, and analyzing requisite data.
  • Experience completing statistical analyses and developing briefing papers and reports of methods to explain results.
  • Experience communicating difficult concepts and findings in both verbal and written forms to officials responsible for public policy.
  • Experience advising on micro economic theory, industrial organizations, econometrics, and statistics.
  • Experience making technical and economic concepts understandable to the lay person.
OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree .Equivalent combinations of education and experience are qualifying for this grade level.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Experience cleaning, analyzing, and managing large data sets of varying complexity, ranging from farm-level records to large datasets from Federal or State agencies.
  • Experience performing research for complex economic studies focusing on the farm and/or the food sector, as related to commodity or food markets, or on U.S. agriculture related to environmental or production issues.
  • Experience working independently and/or as part of a team to initiate, define, and execute broad sector-level analyses on both foreign and domestic agricultural production to identify trends and fluctuations.
  • Experience applying advanced economic research methodologies and quantitative analysis techniques to the conduct of complex economic research, analysis and outlook relevant to agriculture and food.
  • Experience fostering partnerships with different organizations or agencies to access additional information sources, analytical tools, and develop partnerships.
  • Experience making technical and economic concepts understandable to the lay person.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 or GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
