Duties

Help
  • The Senior Technical Advisor to the FEHRM is responsible for healthcare, technical and business expertise in healthcare information management/information technology (IM/IT) principles and approaches to the EHR. Specifically, incumbent will:
  • Provide senior technical representation during program interactions with Office of the Secretary of Defense, VA, Members of Congress, Under Secretary of Defense (Acquisition and Sustainment) (USD(A/S)), and other DoD/VA components.
  • Provide input to Departments' EHR modernization requirements documentation, working closely with public affairs and communications staff to ensure technical accuracy and to facilitate socialization of activities to all stakeholders.
  • Directly interact with congressional stakeholders to communicate how the FEHRM's mission supports the implementation of a single common Federal EHR to enhance patient care and provider effectiveness.
  • Provide expert level technical advice to assist in the coordination of efforts of the DoD's PEO and VA's EHRM programs to include EHR modernization (operational and garrison) and medical information exchange amongst DoD/VA and network partners.
  • Work collaboratively to ensure data quality and end user performance metrics are measurable. Routinely work with program planning, execution and sustainment, ensuring adherence to EHR-related DoD and VA core policies and operating procedures.
  • Perform duties as Senior Technical Advisor to the FEHRM Director, FEHRM Deputy Director, USD(A/S), PEO Defense Healthcare Management Systems (DHMS) and VA EHRM.
  • Provide senior healthcare technical and business expertise in healthcare IM/IT principles and approaches to the EHR.
  • Directly interact with congressional stakeholders to communicate how the FEHRM mission supports national interest and DoD and VA objectives/missions.
  • Develop and nurture relationships with Service senior clinical and business leaders in organizations that will be affected by the FEHRM activities.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A comprehensive background investigation is required.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.

To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications, and other qualifications, if applicable listed below.

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible.   1. Comprehensive knowledge and understanding of the detailed principles, concepts, methods, and practices of health information technology, cybersecurity, and data management and an intensive knowledge of the principles and practices with the DoD, VA, or civilian healthcare communities.
  2. Ability to convey complex medical, technical, and patient safety information in a way that is understandable and actionable by non-medical personnel.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
