As a Supervisory Human Resources Specialist, you will perform the following duties:

Participates in the formative stages of management planning; represents and advises agency officials in relating program requirements to human resources staff; encourages management actions that will contribute to an improved HR process and system, and identifies potential problems and proposes modifications to plans and practices that will avert them. Ensures branch personnel are trained to advise/assist regional employees, managers and supervisors to carry out personnel responsibilities, to meet HR needs arising from daily agency operations, and to assist employees in resolving work related and other problems that may affect employee performance. Ensures that transactional processing of Thrift Savings Plan elections and retirement applications, to include preparation of agency required benefits forms and assistance to employees in filling out forms as needed are accomplished. Provides counseling services to all GSA personnel. Ensures that transactional processing of benefits, to include preparation of agency required benefits forms and assistance to employees in filling out forms as needed, is provided. Ensures that Center employees provide timely data input of hard-copy employee initiated benefits related forms or agency initiated actions affecting benefits into the appropriate system. Provides training and education to include development and dissemination of benefits-related communications going directly to employees advising them of benefits changes affecting them; development of written benefits related materials for local or national in-house publications either in hard-copy or electronic; maintenance of benefits web pages; coordination of training from outside vendors; and the development and delivery of training relating to benefits themselves or technology relating to benefits.

The GS-13 salary range starts at $92,159 per year. 

SPECIALIZED EXPERIENCE:  

You must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is experience leading, managing, or supervising human resources employees as well as experience providing expert advice and assistance to management on human resources regulations, policies, and procedures in the areas of benefits and also either retirement, or workers compensation.

  1. Knowledge of Federal HR laws, OPM regulations and Federal HR practices and processes in the functional areas of Benefits, Retirement, Transaction Personnel Processing and HR Information Technology.
  2. Ability to lead an organization by supervising subordinates; managing work assignments; evaluating job performance; and inspiring, motivating, and guiding others toward goals.
  3. Skill in performing retirement consultations with employees.
  4. Knowledge of automated systems and programs sufficient to manage functional specialists.
  5. Ability to assess and respond to customer needs in order to provide high quality customer service to a diverse and geographically dispersed customer base.
