Duties

Help

The Program Specialist (Procurement) provides guidance and monitoring of program wide procurement activities. Serves as a Contracting Officer Representative (COR), and purchase card holder. COR Level II Certification will be required.

Develops guidelines and procedures concerning the procurement of goods and services, inventory management, and GSA leased vehicles, for the National Civilian Community Corps (NCCC), nationwide. Provides advisory services to headquarters and regional staff on procedural requirements and guidelines, to include formal and informal training and coordination with the Office of Procurement Services.
Actively participates in the annual procurement planning process, NCCC wide. Provides options regarding type and quantity of equipment to be purchased, opportunities for consolidation, vendor selection, pricing, etc.

Responsible for ensuring that all Headquarters requisitions are created in PRISM and serves as the point of contact with the Office of Procurement Services concerning all related contractual requirements. Monitors national BPAs and alerts key staff when nearing maximum funding levels.
Serves as the COR on Headquarters contracts, as well as some contracts that impact multiple regional offices. As a COR, the incumbent will provide information to assist in determining contract terms and conditions; prepare all required procurement documentation; assist in the source selection process; and monitor contractor performance and compliance with deliverables; reviews invoices for payment; monitors total value and availability of funds; ensures all interested parties are updated on contract progress; advises the Contracting Officer of the need to issue change orders and modifications; and advises the Contracting Officer of the desire to renew option years or re-compete a contract.

Monitors PRISM to identify problems or delays and ensures the prompt resolution of identified issues.

Consolidates information from the Regions to reconcile and approve monthly GSA's leased vehicle usage invoices. Serves as GSA's point of contact for issues concerning GSA leased vehicles and changes in GSA policy or procedures. Provides information and guidance to regional fleet managers.
Serves as an Agency purchase card holder. Responsible for ensuring that purchases are made in accordance with Federal acquisition regulations. Maintains proper purchase card files with required supporting documentation and completes required annual trainings.

Provides guidance and oversight of the lodging requirements for FEMA Corps members. Serves as the focal point for initiating procurement actions for lodging, equipment, and related services in support of assigned projects.

Establishes and maintains databases for such activities as: contract administration, various reporting requirements, performance measures, and program related resources.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the mid range of the NY-3 pay band, which would be at, or equivalent to, the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include all of the following: 1) Experience participating in the vendor selection process for goods and services in support of program operations; 2) Experience verifying the accuracy of invoices for payment; and 3) Experience tracking the availability of funds and inventory.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
