Summary

About the Position: Serve as the Accounting Division Chief within the Resource Management Directorate with the responsibility for supervising a staff of accountants, operation research analyst, and financial management analyst engaged in operating an internal commitment accounting system and maintaining the outputs from the Defense Finance and Accounting Service (DFAS) accounting system to meet the managerial reporting requirements.

Duties

Help
  • Control to track funds received through various channels.
  • Provide accounting support services and general accounting advice and guidance.
  • Develop, implement, and maintain internal controls to ensure financial reports accurately reflect eh actual position of the organization.
  • Oversee all major systemic changes including changes in accounting systems and changes in other financial systems.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires Financial Management certification Level 2 FM level II within 24 months of entry and required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • Failure to obtain this certificate within the require time may subject to adverse action.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the basic requirement and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience and to meet the basic requirement for education, your transcripts will be required as part of your application. Basic Requirement
Supervisory Staff Accountant, NH-0510-03: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must attach a copy of your transcripts.)

B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; (Note: You must attach a copy of your transcripts.)

OR

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. All applicants MUST submit transcripts as verification of educational requirement certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination that includes all the requirements as described under Combination of Education and Experience #3 above by the closing date of this announcement. In addition to meeting the Basic Requirement above, to qualify for this position you must also meet the minimum qualification requirements listed below:

Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience: One year of specialized experience is defined as experience planning, organizing, and directing accounting services to an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH02 or GS-12).
