Summary

The selectee for this position is a Flight Test Specialist in the Sea Range Test Operations Branch of NAVAIRWARCENWPNDIV POINT MUGU. The branch is responsible for providing open-air range operations support for tactical weapons systems. This position is that of a Test Conductor for test and evaluation and training activities on the open-air ranges of NAWCWD.

Duties

Help

  • Test Conducting and Training - participate in the Test Conductor training and certification program; work with certified Test Conductors to complete the written and on-the-job training required to qualify for certification as a Sea Range Test Conductor; direct programs of major impact involving high level contacts; review test plans and procedures for test implementation.
  • Coordination - develop operational concepts and scenarios for test and evaluation of weapons systems; coordinate all aspects of operational testing for assigned projects; coordinate and direct personnel in real time for Range Operations; translate engineering test objectives into operational procedures.
  • Planning - Prepare and review local range documentation; Prepare range scheduling documentation; represent NAWCWPNS at planning and scheduling conferences on assigned projects.
  • Operations Control Room Support - Collect project requirements and provide required services in the Operations Control Room (OCR's); Configure range displays to satisfy Test Conductor, Range Safety personnel, project engineers, and all other OCR user requirements; Verify correct participant labels, real-time data, and IRIG time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector.

To qualify for the GS-11 grade level you must have one year of specialized experience at the GS-09 level performing the following: 1) Experience reading, understanding and executing instructions and objectives in a military or weapons test environment; 2) Experience briefing and debriefing agencies and/or personnel involved in any given operation; 3) Experience in communicating via two-way communications in a military or weapons test operations environment; 4) Experience in working in a fast paced technical, military or weapons test operations environment; 5) Experience assessing information from multiple sources and executing decisions based upon it in a technical, military or test operations environment; 6) Experience plotting latitude and longitude, range and bearing parameters; 7) Experience communicating latitude and longitude, range and bearing parameters to radar operators, ships, aircraft, or controls centers in real-time; 8) Experience configuring dynamic displays and video recording.

You must have successfully completed a Ph.D. or equivalent doctoral degree, or have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree, or have successfully completed an LL.M. degree that is related to the position being filled.

Or

You must have a combination of experience and education as described above that equates to one year of experience.

To qualify for the GS-12 grade level you must have one year of specialized experience at the GS-11 level performing some or all of the following: 1) Experience translating engineering test objectives into operational procedures in a military or weapons test environment; 2) Experience developing operational test techniques for new projects/programs; 3) Experience providing technical advice to management and personnel at all levels; 4) Experience briefing outside entities, other government agencies or foreign government agencies; 5) Experience coordinating test resources while addressing schedules impact; 6) Experience developing testing scenarios involving multiple participants and resources for weapons or fleet tests; 7) Experience making decisions that concern continuation or termination of project weapons and or fleet tests; 8) Experience guiding pre-operation checkout of tracking radar and validate tracking assignments and beacon codes with radar operators; 9) Experience conducting real-time vectoring or course guidance of aircraft or ships to meet test parameters, weapon release conditions, or safety parameters.
