Reviews new contracts/grants/agreements assigned to assure all necessary clauses have been included.
Analyzes contract funds status reports, actual expenditures, and reports made by technical specialists.
Determines if the contractor's progress and expenditures compare with negotiated estimates, and prepares appropriate correspondence and recommendations to the contracting officer.
Monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements.
Receives requests from buying activities for specific services and/or products.
Performs final closeout of assigned contracts; e.g., assures delivery, inspection and acceptance of contractual end items and that all administrative and reporting actions have been resolved before recommending final closeout of the contract.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Must be able to obtain and maintain a Secret security clearance.
Must file an annual financial statement.
Required to obtain a passport/VISA.
A medical/dental examination is required.
Immunization screening is required.(e.g. Anthrax, Smallpox, and Malaria).
DoD Civilian Employee Overseas Emergency Essential Position Agreement is required.
Must be able to possess and maintain a Government Travel Card.
Selectee is required to be exempt from recall to the military Reserves or recall to active duty for retired military
Qualifications
This position is designated as Emergency-Essential (E-E). In the event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment. Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service. CRF Additional Duties based on Temporary Promotion DURING DEPLOYMENT:
Serves as a warranted Administrative Contracting Officer (ACO) responsible for the administration of a group of contracts
such as fixed-price; fixed-price with incentives; cost-plus fixed fee; basic ordering agreements; commercial contracts; and
hybrid contracts containing a mixture of types and provisions.
Organizes ACO team members' duty assignments to assure overall mission accomplishment.
Advises, counsels, and provides technical guidance/instruction to team members regarding contract administration functions.
Determines eligibility and verify evidence of contractor's progress for approval of contract financing, progress payments, and
performance based payments.
Reviews and make recommendations on pricing reports; reviewing and negotiating spare parts orders.
Negotiates and monitor contractor's compliance with contract, regulatory, and statutory provisions.
Performs analysis and uses risk management techniques to establish a plan for monitoring contract performance and to
provide appropriate insight into selected contractor systems or procedures.
Negotiates prices and executes supplemental agreements for services, spare parts, provisioned items, and repairs

QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized Experience required: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-09. Specialized experience is defined as: Experience using contract administration principles, policies, regulations and procedures to administer a group of contracts; experience monitoring contractor performance for compliance with contractual requirements and experience in the contract closeout process.

BASIC EDUCATION REQUIREMENT (Contracting Series):
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing,
quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). NOTE: You MUST submit a copy of your transcripts which shows your degree awarded and/or conferred and 24 hours as listed in the combination above. NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Additional information
Selectee will be assigned to am Emergency Essential (EE) position for period of four years; after which will be placed in a non-EE position.
Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected.
Schedule tour of duty will require evenings, weekends and holiday work hours, and overtime.
The employee will receive overtime pay or compensatory time off as established in 5 CFR 550.106.
Selectee will receive danger pay and foreign post differential as authorized for overseas location to which deployed.
Selectees will be hired at the GS- 11 grade level and will be TEMPORARILY PROMOTED TO THE GS-12 GRADE LEVEL UPON DEPLOYMENT TO AN OVERSEAS CONTINGENCY OPERATIONS LOCATION, subject to meeting applicable Qualification and Time in Grade requirements. Upon completion of the deployment, the employee will be returned to the non-deployed position, at the non-deployed grade level. This announcement serves as competition for the GS-12 temporary promotion.
