Duties

Help

The Budget Analyst performs the following duties:

  • Formulates, coordinates, prepares, and presents budget estimates and justifications in support of audits, investigations, and administrative activities.
  • Explains or defends OIG budget proposals before the Departmental Budget Office or the Office of Management and Budget (OMB);
  • Prepares budget execution projections plans, reports, and requirements; monitors and analyzes program operations; proposes reallocations; and responds to data calls;
  • Initiates and prepares analyses and briefings related to the budget formulation process; and
  • Reviews data and creates reports using Activity-Based Costing methodologies.

Time-In-Grade Requirement: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Qualifications

Minimum Qualifications Requirement:

Applicants must have 1 year of specialized experience equivalent to the GS-13 grade level independently performing all phases of the budget process including:

  • Developing and preparing annual operating budgets.
  • Monitoring execution, reporting budget status and ensuring funds control.
  • Assembling, analyzing, and presenting budget and program information.
  • Analyzing financial processes and proposing improvements.
  • Reviewing and analyzing program budgets to formulate and recommend improvements and requests for senior management.

Additional information

  • You must meet initial and periodic suitability determinations based on favorable background investigations and updates.
  • Periodic travel may be required.

CTAP/ICTAP Eligibility: Individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be rated Well Qualified on the rating criteria for the position to receive consideration for special priority selection. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605 (a) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating and a copy of their most recent SF-50 noting current position, grade level, and duty location. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

 Applicants will be evaluated based on their possession of the following knowledge, skills, and abilities:  

  • Knowledge of the Federal Budget Process and demonstrated experience with budget formulation, strategic planning and performance measurement;
  • Skill in budget execution, financial reporting, research, and analysis;
  • Skills with automated financial systems and software to create financial spreadsheets and reports, financial analysis tools, briefings, and justification documents;
  • Ability to communicate clearly and persuasively in writing; AND
  • Ability to collaborate with teams or workgroups to implement or improve budget/financial processes or systems.

NOTE: If a determination is made that qualifications and/or experience have been inflated, your score will be adjusted to more accurately reflect your abilities.

  • Analyzing programs operations to identify trends that might require changes in budget execution; and
  • Preparing supplements, recessions, deferrals and amendments.
