This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

As a Legislative Analyst for the Health Workforce Policy Branch, you serve as the technical expert in the development of BHW legislation and legislative policy activities. Provides answers to questions on legislative matters posed by public, Agency and Departmental officials and Congressional staff

Specifically, you will:

  • Analyze legislation and regulations, recommending policies, providing technical assistance and consultation to BHW staff and assessing BHW activities.
  • Review and analyze pending legislation and regulations, which will impact BHW programs.
  • Track pending legislation in coordination with Division management and monitors planning and related projects of the Agency to assure appropriate interface.
  • Serve as a liaison to groups outside of the Division to ensure broad participation of all program entities affected directly or indirectly by program activities.
  • Work closely with all levels of program management on special projects and assessments on legislative activities.

In order to qualify for this GS-13 Legislative Health Analyst position, your resume must demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: researching and analyzing current, new, and proposed legislative and regulatory policy to determine its impact on agency programs; assisting with developing and revising agency policies, programs and procedures due to new or revised legislation; drafting responses to congressional inquiries related to agency programs, policies, initiatives, etc.


Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

LEGISLATIVE PROCESS AND POLICY - Understands the legislative process and how it impacts the missions of the Department, the Agency and one's own organization.
RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

PROJECT MANAGEMENT - Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities.

COLLABORATION - Works cooperatively with others, inside and outside the organization, to accomplish objectives to build and maintain mutually beneficial partnerships, leverage information, and achieve results.
