Serves as the Chief Technology Officer (CTO) responsible for overseeing, both internally and externally, all aspects of the Office of Inspector General (OIG) information technology (IT) and related functions among all OIG staff, and is the OlG's single point of contact for all matters related to IT, telecommunications, data analytics, and media systems.

Manages and oversees OIG Information System Security duties and is responsible for conducting the Federal Information & Security Management Act (FISMA) evaluations or audits of the agency and OIG Information systems according to National Institute of Standards and Technology (NIST), Office of Management and Budget (OMB), and Generally Accepted Government Auditing Standards as appropriate. Assists in oversight of agency IT issues, including primary responsibility for FISMA, and serves as the OIG's liaison to the agency's Office of Information Technology.
Responsible for serving as the OIG's technical representative at meetings, presentations, seminars, involving all aspects of IT telecommunications, data analytics, media systems, and Information security.
When appointed, serves as the Contracting Officer Representative for IT, telecommunications contracts and related issues. Must also maintain proper training and certifications associated with this function.
Maintains familiarity with developments in the IG Community and the Federal community regarding leading practices in IT, data analytics, cybersecurity, privacy and related matters.
Responsible for providing all OIG staff advice and assistance on technology available and applicable to the missions of each discipline, and on the tools available to accomplish specific tasks to include in-house data analytics tools and dashboards.
Responsible for all coordination with Corporation for National and Community Service staff regarding information, telecommunications, and media systems issues that arise during the course of related OIG activities.
Responsible for overall management and operational control of the OIG's office telecommunications systems. Keeps abreast of emerging telecommunication technologies and provides recommendations to OIG staff on the use of these technologies to meet OIG mission requirements. Provides solutions to OIG staff regarding their telecommunication needs or problems. Ensures existing telecommunications systems or devices are current and secure.
Responsible for the overall technological integration and security of identity verification devices for OIG suite access by OIG personnel, guests and visitors. Coordinates with appropriate Corporation for National and Community Service personnel to ensure access to the OIG suite is limited to OIG employees and other authorized personnel. Ensures that the OIG access control plan meets Federal requirements.
Serves as liaison with Treasury Administrative Resource Center (ARC) in support of OIG access to agency data and to ensure transition of our work to ARC's administration minimizing technical impediments. Requires awareness and working knowledge of business process re-engineering to shared services.
In depth understanding of cloud security concepts, principles, and FedRAMP.
Performs the full range of first-line supervisory responsibilities for an Information Technology Specialist and a Data Analyst. Plans, coordinates, and oversees the team's work, which may include the oversight of contractors. Manages work priorities, provides resources including training, evaluates work performance, and assesses contractor capability and completion of work. Manages and makes decisions regarding the IT budget and the planning of resources and equipment.
A 2-year probationary period is required for new Federal employees

Qualifications
Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-03 pay band, which would be at or equivalent to, the GS-13 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes implementing and evaluating IT systems for compliance with the provisions of the Federal Information and Security Management Act (FISMA); ensuring that processes are in place for staff to carry out duties and functions related to telecommunications and media technology; and serving as an expert in data analytics to include experience with MS Access, Oracle, SQL, Python and other models in support of data analytic methods.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
