Duties

Help
  • Renders legal advice on complex environment law matters, such as interpretation of environmental laws and regulations; the appropriateness of taxes, penalties, fines, fee, or compliance orders; and developments in environmental policy and regulations
  • Analyzes and applies new federal and state environmental laws, policies, and regulations to ongoing U.S. Army operations, identifying and informing commanders of potential impacts and compliance risks.
  • Develops alternatives and makes recommendations to commanders and staff directorates on maintaining environmental compliance while maximizing training and readiness opportunities.
  • Develops factual and legal positions on Army activities with environmental impacts, including hazardous waste cleanup and remediation, while serving as an advocate for U.S. Army interests in negotiations with state and federal regulators.
  • Advises and assists in the drafting, negotiation, and implementation of environmental permits through coordination with installation stakeholders, federal and state regulators, and their legal counsel.
  • Advises the Directorate of Public Works, Master Planning Division, and command teams on the legal aspects of real property planning and management, including identifying and assessing different strategies for real property acquisition and financing.
  • Supervises the attorneys and paralegals assigned to the Civil Law Division, with responsibility for managing and assigning work involving fiscal law, labor law, and federal litigation.

  • A one-year supervisory probationary period is required if the selectee has not previously met this requirement.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.
  • This position may require temporary duty up to 25% of the time.
  • This position requires the submission of a Financial Disclosure Report upon entering the position and annually.

Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position. KSA's:

  • Ability to perform legal research and thoroughly analyze and problem solve a wide variety of complex legal issues and then communicate them both orally and in writing.
  • Skill in providing legal advice on all aspects of environmental law issues to include the ability to prepare legal opinions that are concise, well-reasoned, legally sound, and consistent with relevant precedent.
  • Ability to effectively, professionally, and ethically manage a heavy caseload of clients with complex legal needs.
  • Ability to supervise and lead a small legal team comprised of military and civilian personnel.
VETERANS PREFERENCE INFORMATION: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of Army considers veteran's preference eligibility a positive factor for attorney hiring. TIME IN GRADE REQUIREMENT: If currently employed as an attorney by the federal government you must have completed one year of time-in-grade at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.

The following minimum qualification requirements must be met before applicants are eligible for further consideration.

Education: An applicant must have successfully completed a full course study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Experience: Applicant must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
