As an Attorney Advisor (Senior Counsel), GS-0905-15, you will be responsible for advising the Assistant Secretary and Deputy Assistant Secretaries on priorities to guide the work of the Office for Civil Rights and the Department with an emphasis on communications and media relations.  Specifically, the incumbent:

  • Serves as OCR's primary liaison with the Office of Communications and Outreach on press matters and assists the Assistant Secretary in communicating OCR's legal work (pursuant to civil rights laws under OCR's Jurisdiction) and non-legal work succinctly and effectively in response to numerous media requests reaching a dozen more per day.  Trains and advises attorneys and other staff who have multiple levels of experience (up to the GS-15 grade level) on communications and legal matters related to OCR work;
  • Coordinates, reviews, and makes recommendations on briefing materials for the Assistant Secretary on policy matters or Office activities to be used in speeches, presentations to the Department and Congressional committees.  Assists in the development of speeches and Congressional testimony.  Prepares policy options based on the direction of the Assistant Secretary, secures support for the issues as necessary and assists in the implementation of those policies (e.g., explaining such to Office for Civil Rights and Department personnel, other agencies, or other parties);
  • Provides guidance and coordination of staff and project management in the Office of the Assistant Secretary on a variety of assignments and with respect to day-to-day personnel matters and strategic operations.
  • Develops policy recommendations for the Assistant Secretary on a variety of management and policy issue.  Projects generally involve sensitive, highly visible issues, or matters of a precedent-setting nature;
  • Provides legal advice on Freedom of Information Act (FOIA) inquiries and appeals pending before the office, including reviewing the initial disclosures (as necessary), appeal requests and draft appeal determinations for legal sufficiency; researches applicable law; and makes recommendation on FOIA policy procedures.

Qualifications

Minimum Qualifications Requirements.

A. Has obtained the first professional law degree or training which is permitted in some states in lieu of attendance at the law school AND

B. Is an active member in good standing in the Bar of a State, Territory of the United States, the District of Columbia, or Commonwealth of Puerto Rico. 

AND

GS-15:

Five Years professional legal experience at the level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled.

The Office of Human Resources will review all minimally qualified applicants to determine whether they meet the eligibility and grade level qualifications.  Specialized experience will be reviewed and evaluated by OCR Attorney Evaluation Committee (AEC).  

Specialized Experience for the GS-15:

At least one year of experience equivalent to the next lower grade at GS-14 performing all three (3) of the following duties or work assignments:

1. Experience addressing complex communication issues pertaining to civil rights enforcement and policy matters.

2. Experience in oral and written expression sufficient to develop highly sophisticated legal analysis and communication strategies or responses related to civil rights enforcement or policy matters.

3. Experience in controlling statutes, regulations, federal enforcement of policy related activities and procedures to develop legal opinions and communication strategies or responses.

Telework: This position is telework eligible. At the discretion of the supervisor, generally employees may be authorized to telework one day per week if they are on regular 8-hour work schedule.  Teleworkers may participate in some Alternative Work Schedules (AWS) in combination with a Telework Agreement. However, all employees must work from the official worksite location a minimum of four (4) days per work week.  

Bargaining Unit: This position is not included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized.
