About the Position: The Alaska District is seeking to fill a Project Manager position. An Ideal candidate has strong project management skills to deliver small- scale construction projects in a host nation Environment. Must be able to build a committed team, resolve conflicts, and possess strong interpersonal and communication skills.

This position is being filled under the Expedited Hiring Authority (EHA) for Defense Acquisition Workforce Positions in accordance with 10 USC § 1705(g).

Duties

  • This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-11 grade level. At the full performance, GS-12, the incumbent will:
  • Serves as Project Manager, responsible for the overall management, control, coordination and execution of assigned programs and projects.
  • Coordinates the planning, design, and construction for projects of normal scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public/regulatory issues.
  • Controls and manages project milestones and budgets. Allocates project funds to district elements, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained.
  • Responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, design, construction, and direction of projects to support a specific functional program.

  • This is an Army Acquisition, Technology, and Logistics Workforce position. The incumbent must be able to obtain level II certification in the career field Facilities Engineering within 24 months of entrance on duty.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Your resume must describe at least one year of specialized experience which prepared you to do the work in this job.

GS-11 Specialized Experience: One year of specialized experience which includes assisting in the coordination of planning, design, and/or construction of water resource projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience for the GS-12: applying filed engineering practices to oversee construction operations to ensure contract interpretations, construction methods and schedules. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).
