Duties

Help

Federal Mediation and Conciliation Service is looking for a motivated individual to participate in a detail opportunity involving legal work for the Office of General Counsel. The detail assignment will be a part-time position. The anticipated dates of this opportunity are April 15, 2020, to August 30, 2020.

Responsibilities include, but are not limited to:

  • Demonstrating effectiveness in dealing with client groups, agencies, and others
  • Drafting thorough and complete legal analysis supported by comparisons and analogies, where appropriate
  • Assisting with Agency Ethics program, reviewing financial disclosures and creating training programs
  • Assisting with Agency FOIA program, responding to requests and performing legal research as needed
  • Assisting with Agency review of personnel actions
  • Performing other related duties as assigned.

Qualifications

BASIC REQUIREMENT: All applicants must possess the following

  • J.D. or LL.B. degree --AND--
  • Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty)

SPECIALIZED EXPERIENCE REQUIREMENT: To qualify for this position applicants must have at least two years of professional legal experience, acquired after being admitted to the bar, commensurate to the level and complexity and scope of a GS-13 or GS-14 in the Federal service.
Examples of this specialized experience include, but are not limited to:
  • Experience with details of federal ethics programs and/or responding to Freedom of Information Act requests
  • Ability to communicate effectively, both orally and in writing, with high ranking officials and representatives of law enforcement agencies and other federal agencies
  • Strong organizational capabilities
  • Ability to gather and compile data and analyze problems
  • Ability to draft and prepare well-written memoranda and other communications
  • Knowledge and experience with handling numerous projects of different levels of priority
  • Self-motivated, with a high degree of initiative and resourcefulness, and exercises sound judgment in the accomplishment of responsibilities
  • Knowledge of government procurement regulations and contract review
  • Licensed attorney with two years of practice

Education

The position has a positive education requirement as a law degree (J.D. or LL.B. degree) is required.
