Duties

Help

The Directorate Operations Officer serves as an advisor to the Assistant Director and Deputy Assistant Director for the Directorate for Biological Sciences, and is responsible for Directorate-wide strategic planning and policy, strategic human capital management, financial management, resource allocation, assessment and oversight of administrative processes, and communication and coordination in BIO. Specific duties include:

Strategic Planning and Policy

  • Develops executive-level strategic plans, identifying strategies, goals, and desired results;
  • Develops communication plans to inform BIO staff of changes in priorities, strategies, business processes, rules and regulations affecting work life or performance;
  • Receives or solicits input and compiles data from key stakeholders;
  • Establishes policies for the Directorate;
  • Advises divisions on Directorate policies and procedures;
  • Monitors and oversees staff compliance with policies;
  • Represents BIO in NSF-wide and government-wide working groups.

Strategic Human Capital Planning

  • Develops human capital plans and annual reports on human capital management;
  • Ensures the human capital assessment and accountability plan addresses strategic alignment, leadership and knowledge management, a results-oriented performance culture, and management accountability;
  • Serves as advisor to senior Directorate officials;
  • Ensures consistency in business practices and processes across the Directorate.

Financial Management and Resource Allocation

  • Serves as the Directorate Budget Officer;
  • Oversees all Directorate financial operations;
  • Coordinates execution activities or initiatives to resolve resource allocation issues.

Assessment and Oversight

  • Analyzes internal and external reports to identify and assess issue of importance to NSF and BIO;
  • Analyzes Directorate workflow and procedures and recommends changes to ensure efficient and effective operations;
  • Advises BIO management team on BIO activities in response to Congressional and Administration priorities;
  • Creates policies and procedures for the Directorate.

Office Communication and Coordination

  • Serves as primary point of contact for communication and coordination across BIO Divisions;
  • Oversees BIO OAD activities;
  • Ensures documented processes for all reviews and approvals required by the BIO OAD;
  • Ensures administrative, operations, and program support work meet the needs, goals, and objectives of the Directorate’s programs.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-15 level you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service. Examples of specialized experience include the following: designing and conducting comprehensive management studies; preparing long-range and short-range planning guidance in accordance with broad organizational or programmatic policies and objectives; directing complex studies requiring applications of advanced analytical and statistical methods and techniques; and experience in the budget formulation process.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
