Summary

This position is a Forensic Accountant (FA) who reports to the Forensic Auditing Manager (FAM). The FA manages forensic accounting activity in the Office of Management (OM) and conducts investigations relating to NSF programs, grants, contracts, and operations pursuant to Federal statutes and NSF regulations.

Duties

Help

Serves as a subject matter expert for forensic accounting procedures, methodologies, and theories in the identification, examination, and analysis of financial data by applying professional accounting principles, techniques, and theories to assist in the development of cases for administrative, civil, or criminal action, and formulating case settlement valuations.

Provides subject matter expertise regarding identification of improper use and/or movement of funds by awardee institutions or individual.

Assists in developing new forensic accounting methodologies.  Identifies, recommends, and implements effective and efficient resolution of complex forensic accounting matters.

Translates complex financial information into articulate presentations.  Develops and delivers presentations to OIG staff and internal NSF organizations.

Serves as Contracting Officer's Representative (COR).

Establishes and maintains government agency, law enforcement, and private industry contacts, and leverages these relations to advance financial investigations and share best forensic accounting practices.

Works on the referrals used to obtain contract services by reviewing the requests, obtaining understanding of case needs for services, and using subject matter experience to make recommendations for potential services to request.

Provides assistance with the preparation of subpoenas and search warrants for financial documents and data in administrative, civil, or criminal actions.

Researches and responds to questions related to forensic accounting and/or accounting anomalies to assist investigative staff throughout the lifecycle of investigations.

Prepares accurate, clear and logical reports, and develops and presents sound recommendations related to accounting aspects of OI cases and OIG-wide initiatives.

Qualifications

BASIC EDUCATION REQUIREMENTS:  To meet the minimum education requirement for this occupation, all candidates must have completed at least a Bachelor's Degree or higher in accounting or a related field such as  business administration, finance, or public administration, that included or was supplemented by 24 semester hours in accounting. The 24 semester hours may include up to 6 hours of business law.

OR

Combination of Education and experience:  at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Applicants MUST submit a copy of their college transcripts from an accredited educational institution. Failure to submit your transcripts may result in lost consideration. The applicant's background must also include one of the following:
(A). Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
(B). Certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
(C). Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
 
In addition to meeting the basic education requirements described above, you must have one year of specialized experience equivalent to the GS-12 level in the Federal service.  Examples of specialized experience include: demonstrated skill in utilizing professional knowledge of the theory, concepts and practices of accounting and auditing to ensure quality of work when conducting audit reviews; analyze data, draw conclusions and recommend corrective action; work as an audit team member reviewing and evaluating awardees’ grant, contract, or cooperative agreement; auditing financial operations and accounts; and providing technical guidance for financial and performance audits of agency programs.
