ABOUT THE POSITION

This position is located in the Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT). As Director, the incumbent is fully responsible for planning, directing, and coordinating the activities of the Center in close working partnership with the Assistant Secretary for Mental Health and Substance Use and other SAMHSA leadership (e.g. Center Directors).Oversees the formulation and development of CSAT policies, objectives, and goals to ensure a comprehensive and integrated program.

Serves as principal advisor to the Assistant Secretary for Mental Health and Substance Use on all substance abuse treatment policy and program activities and recommends what changes should be made or initiated based on the determination of SAMHSA, DHHS, or the White House goals and objectives. Also serves as the central figure for furthering the Administration's goal of mainstreaming treatment for substance use disorders into the general healthcare delivery system. Keeps the Assistant Secretary informed on all critical treatment matters.

Establishes and articulates CSAT policy, organizational priorities, and operating principles, and reviews materials, directed for approval and/or signature by the Assistant Secretary having major program policy and operational implications. Makes recommendations to the Assistant Secretary regarding CSAT policies and programs pertaining to, or affecting, CSAT programs and objectives. The Director's judgment represents major input into the total SAMHSA effort. Incumbent functions as a key participant with Agency executive staff in the implementation and coordination of Agency-wide programs.

Plans, develops, implements policies and initiatives relating to the treatment of substance use disorders, with a special focus and national leadership role in upgrading and improving the quality and effectiveness of substance abuse treatment and treatment programs, and expanding treatment capacity. Treatment programs also include education, health promotion, and recovery support activities. Provides executive leadership and national direction in the establishment of short and long-range goals, objectives, and plans for substance use disorders and ensures consistency with goals and objectives established by DHHS, the Office of National Drug Control Policy (ONDCP), other federal agencies and the health community, as well as other initiatives being pursued by SAMHSA. Plans, directs, and coordinates the varied ongoing and special programs and initiatives, which are supportive of the agency's mission to design and promote innovative clinical and public health strategies to treat substance use disorders.

Coordinates and establishes policies, procedures, and standards for cross agency program initiatives i.e., integrated care, workforce initiatives.Implements systems to monitor and evaluate CSAT program activities and to recommend adjustments or revisions to programs to ensure that broad goals and objectives are attained. Based on management and programmatic assessments, determines the need to correct noted inadequacies and implement changes for the purpose of improving control and coordinating program activities and accomplishing assigned priorities. Assures instructions or guidance to responsible executive and senior management staff are developed for adjustments required to achieve adherence to operational objectives and resource allocations.

Oversees the formulation of requests for financial, personnel and other resources for the Center and the development of program plans, and provides guidance to subordinate offices and divisions on formulating budget requests. Reviews the Center's justifications and prepares and presents budget and program information to SAMHSA, DHHS, Office of Management and Budget (OMB), and Congress. Also represents CSAT and SAMHSA in relationships with other interested groups or individuals, such as members of White House Committees, the ONDCP, the news media, etc.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.

All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show IN YOUR RESUME that you possess the Fundamental Competencies, Five Executive Core Qualifications (ECQs) and Job Specific Mandatory Technical Qualifications (MTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Professional/Technical Qualifications (PTQs):This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.

1. Ability to provide leadership in planning, developing, implementing, and monitoring policy, program plans and initiatives, using effective monitoring systems, for critical public health initiatives, and to coordinate major activities with internal staff and key outside organizations including those at the Federal and State level and representing major constituent groups.

2. Knowledge of substance abuse treatment issues and of research, developments and trends relating to the provision of substance abuse treatment services and the relevant health, social, and economic factors pertinent to those services.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

Additional information

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

Probationary Period:

Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.
