Summary

The primary purpose of the position is to perform specimen collection and processing, reference laboratory specimen processing, and additional activities at the Coeur d' Alene Community Based Outpatient Clinic (CBOC), Mann-Grandstaff VA Medical Center. This position will be the sole laboratory staff on station that is located approximately 50 minutes away from the main hospital.

Duties

Help

  • Responsible for timely and accurate collection of blood using special drawing techniques and assuring that proper tubes are used, uses the correct order of draw for plastic vacutainer tubes, and the correct amount of blood is drawn.
  • Adheres to safety, infection control and universal precautions while drawing blood. This includes, but not limited to, removing tourniquets, disposing of needles, and wearing gloves. Must be proficient in phlebotomy, being able to draw all but the most difficult patients and follows proper procedures for redrawing blood. Must develop the essential speed required to complete the blood drawing duties, approximately 6-8 patients per hour.
  • Assesses patient during blood draw for adverse effects including sweating, clamminess, and pale skin to indicate if a patient may pass out. Knows when to make the patient comfortable and provide refreshment after an adverse reaction. Understands patient demographics and special needs such as verbal defense for combative patients suffering from PTSD. Observes and reports any physical or mental changes while patients are being drawn.
  • Is responsible for, but not limited to, collecting timed specimens, transplant patients, and patients being monitored for testosterone replacement (TRT).
  • Identifies unusual conditions and discrepancies, which may cause erroneous test results. Confers with the supervisor or staff on any questions of specimen integrity. This includes samples from all home health care patients.
  • Processes all specimens according to CAP, Joint Commission, and OSHA guidelines to assure specimen integrity. Requires knowledge of a large variety of laboratory tests, services, and nomenclature including specialized procedures for outside reference laboratories.
  • Functions as a resource person and troubleshooter for medical staff and physicians. Helps staff execute order entry and result options. The technician must be able to correlate appointment.
  • Answers incoming calls for the Laboratory Service. The technician must be able to discern and answer the needs of the caller and efficiently find and relay information or refer them to technical personnel.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/23/2020.

One year of specialized experience (equivalent to at least the GS-3 level or pay band in the Federal service) that includes performing the following duties: technical medical laboratory support work such as performing laboratory test and examination (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or technical support work in a closely related field, such as biological laboratory technician work, that required application of the methods and techniques for the position.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-3 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: one year of specialized experience (equivalent to at least the GS-3 level or pay band in the Federal service) that includes performing the following duties: technical medical laboratory support work such as performing laboratory test and examination (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or technical support work in a closely related field, such as biological laboratory technician work, that required application of the methods and techniques for the position.
    OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have To qualify based on education for this grade level you must have successful completion of (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course as described in (a) above for GS-3; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled.

Physical Requirements: : The work requires extensive and recurring physical exertion such as standing for long periods of time, bending, standing, lifting, walking, stooping, repetitive motions, and stretching. The work requires duty on weekends, holidays, and nights when so assigned. This position has constant exposure to blood and fluid products, sharps and chemicals, and patients in isolation rooms due to communicable disease.
