State Director may also travel to other Office of Apprenticeships on an occasional basis.

Duties

Help

Serves as State Director assigned the responsibility for planning, implementing, directing, administering, and coordinating the Office of Apprenticeship's apprenticeship and training program in a non-council state.

Coordinates programs of a statewide nature and serves as the principle advisor to workforce development system, management and labor, government, educational and civic organizations on the promotion and development of apprenticeship and other training programs.

May participate in conferences with representatives of Federal, State and local agencies, labor and community groups.

Reviews the work of subordinate and gives technical advice and directives in those areas which present difficult problems because of the complex nature of the industrial area and characteristics of the underdeveloped and unskilled members of the community.

Conducts periodic programs and compliance reviews to assure conformance with applicable Federal statues, regulations, policies and Office of Apprenticeship objectives.

Provides leadership in formulating methods for getting results through cooperative efforts, including outreach to all program constituents and customers.

Studies new and proposed legislation and regulations to determine impact on the program.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.  This experience must have equipped the applicant with the particular knowledge, skill and abilities to successfully perform the duties of the position. 

GS-13:

Experience in the development of administration of apprenticeship programs or other skilled occupational training programs involving the systematic development of worker skill. This experience must have demonstrated the following:

  1. Knowledge of the National Apprenticeship Act, Section 1 (29 USC 50).
  2. Knowledge of and the ability to implement 29 CFR parts 29 and 30.
  3. Knowledge of workforce investment strategies, laws, regulations, as it relates to apprenticeship.
  4. Ability to encourage employers, organized labor and their representatives, and apprenticeship program sponsors to actively participate in the workforce system.
  5. Ability to communicate effectively, both orally and in writing, and carry out the statewide programs through a number of subordinates.

There is no educational substitution at this grade level.
