Duties

Help
  • Counseling/advises military personnel, their dependents, and/or eligible civilian personnel regarding military and academic testing programs and how they apply to career development and degree programs.
  • Manages the installation level testing program for military tests, academic tests, and A4/6 tests.
  • Administers tests to eligible personnel as authorized by DANTES, A4/6, AF, colleges, and location instructions.
  • Administers the installations military personnel tests for a variety of military purposes to include procurement, aptitude, promotion, proficiency, and qualification tests.

Qualifications

In order to qualify, you must meet the basic and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Service series.

Basic Requirement for GS-1740 Positions: A Bachelor's degree (or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience for GS-1740-09 which includes 1) gathering educational and personal information in order to advise individuals regarding educational and vocational needs/opportunities; 2) knowledge of military and civilian occupations and occupational trends and the physical, mental, educational, and experience requirements of various occupations applied with a knowledge of educational institutions and programs to make appropriate recommendations; 3) use of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs; 4) develop working relationships and administer programs with diverse military, civilian, professional, and technical populations to include verbal and writing skills to prepare publicity, recruitment, and other presentations/briefings. This definition of specialized experience is typical of work performed at the GS-07 grade/level or equivalent in the federal service.

Education:
Completed 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts with your application.

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts with your application.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of military policies and procedures relating to the enlisted and officer promotion programs, military testing programs, foreign language proficiency bonus program, and an understanding of the coding system and verification data applicable to eligibility requirements.
2. Professional knowledge of college degrees, curriculum, and education theory and practices of continuing education.
3. Knowledge of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of Controlled test materials.
4. Skill in access, input, analyze and modify automated data impacting the adequacy and/or deficiencies of testing program and accuracy of testing related data.
5. Ability to utilize counseling principles, concepts, and methods to advice individuals on the applicability and availability of various testing programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
