The National Science Foundation is seeking an Accountant who maintains, prepares, and presents financial management information on behalf of the Foundation. The Accountant monitors, inputs, corrects, and reconciles financial activity, and evaluates the context, accuracy, and timeliness of the agency's General Ledger and subsidiary accounts. The accountant will have professional and comprehensive knowledge of accounting theories, practices, methods, and techniques to perform a variety of accounting assignments. Specific duties include the following:
COMPETENCIES

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

To qualify at the GS-12, you need to have one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples include: independently conducting tasks analyzing program operations for impact upon the accounting/financial management system; analyzing anomalies in accounting system transactions or program operations and devising solutions; and evaluating the current status of accounting or reporting systems.
To qualify at the GS-13, you need to have one year of specialized experience equivalent to the GS-12 level in the Federal service. Examples include: professional, comprehensive knowledge of accounting principles, concepts, theories, and laws as they pertain to Federal accounting requirements practices and laws, financial improvement initiatives, the US standard general ledger, the CFO Act and Federal Financial Accounting Standards; analyzing new and proposed legislation or regulatory guidance, system changes, and business rules to determine impact on financial systems or programs; adapting standard accounting principles, theories, techniques and procedures to solve problems where little to no precedent information exists; and analyzing and evaluating the status of accounting or reporting systems by adapting conventional accounting and analytical techniques to solve controversial accounting problems.
In addition to meeting the requirements described above, you must meet one of the following basic education requirements for accountant positions to qualify at either the GS-12 or the GS-13 levels: 1. A degree from an accredited college or university in accounting and/or auditing or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This may include up to 6 semester hours of credit in business law; OR 2. A combination of education and experience that includes 4 years of experience in accounting or a combination of accounting experience, college level education, and training and included one of the following: 1) 24 semester hours in appropriate accounting or auditing courses (can include semester 6 hours of business law); 2) certificate as a Certified Public Accountant or a Certified Internal Auditor, from a written exam; 3) degree that included substantial accounting or auditing courses, (i.e.,15 or more semester hours), but less than 24 semester hours and have worked successfully at the full-working level in accounting, auditing, or a related field and a panel of at least 2 higher level professional accountants or auditors have determined that you demonstrated a good knowledge of accounting and related fields. SELECTIVE FACTORS
In addition to the specialized experience and education above, applicants must meet the following selective factors:
1. Experience demonstrating proficiency in using data analytic tools (e.g. Tableau, Python, R-Programming, BI) to evaluate and present financial and business information.
2. Have worked in federal financial accounting, federal financial reporting, or federal financial auditing in some relevant capacity (such as federal employee, contractor, intern, etc.).
You must meet the minimum education requirements as described in "Qualifications."
