The National Defense University (NDU) is recruiting a Chief of Library Access and Discovery Services to lead a team in providing access to, and ensuring delivery of, pertinent and timely information resources in all formats. NDU educates joint War fighters in critical thinking and the creative application of military power to inform national strategy and globally integrated operations, under conditions of disruptive change, in order to conduct war.

Duties

Supervises and evaluates a staff of approximately 13 professional and support employees;

Maintains the Library & Learning Center's position at the forefront of changes in technology, and the storage and delivery of information, interfacing with NDU's Information Technology Directorate to facilitate convergence of information resources and technologies (databases, search interfaces, delivery platforms and vehicles, etc.) in the service of the teaching/learning process.

Ensures library electronic systems architecture, including integration and functionality, for seamless patron access to catalog(s), databases, and third-party vendor applications. Similarly oversees development of the library home page on both the World Wide Web and NDU internal web to reflect available resources and services.

Ensures accurate and timely classification and cataloging of the library's print and electronic resources with access points and metadata providing maximum searchability.

Develops, maintains, monitors, oversees, and reports on library budget(s) in accordance with NDU goals and curriculum, serving as Approving Official for the library's government credit card purchases and Property Manager. Interfaces with all external Library vendors, manages the Library's government contracts, monitors acquisitions and secures serials subscriptions.

Responsible for the maintenance of print collections, circulation of print and other physical items, and inter-library loans.

Recommends and oversees digitization projects, digital repositories, and accessibility to digital resources.

The individual selected for this position is required to obtain and maintain a Secret security determination to occupy a Non Critical Sensitive position within the agency as a condition of employment.

Qualifications

REQUIRED QUALIFICATIONS:
Master's Degree in Library and Information Science from an ALA-accredited program.

Demonstrated experience managing library services and programs to support research and scholarship; making strategic recommendations by assessing and prioritizing user needs, applying operational knowledge, analyzing problems, drafting policy, managing project and program implementations, and managing resources.

Demonstrated communication skills orally and in writing, including proficiency in maintaining collaborative relationships and effective interactions in the library as well as with students, faculty, college deans, information technology leaders, staff, administrators, and external stakeholders in a rich multicultural environment.

Three or more years of supervisory and management experience at a college or university-level.

Three or more years of experience implementing Access & Discovery Services in a library environment.

Advanced knowledge of the theories, and techniques employed in the operation of a large automated academic/research library utilizing international information/bibliographic networks.

Ability to build teams and establish partnerships.

DESIRED QUALIFICATIONS:
Proven track record of implementing change in a library setting, including management of change in the areas of information technology and library services.

Experience with budgetary supervision, including negotiating contracts with vendors.

Broad knowledge and understanding of current and emerging technologies.

Demonstrated commitment to professional growth.

This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 3 years with the possibility for extension. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A screening panel will review your resume and narrative answers to the assessment questions to evaluate your qualifications for the position. NDU uses a multi-tier selection process for academic positions. You must attach a separate document with answers to the questions listed below.   2. Technical Services Project Management. Describe your experience implementing technical services projects or operations in a library environment. Describe your experience managing services such as discovery layer, multiple databases, catalog maintenance, digitization initiatives, and web oversight.
  3. Library Resource Management: Describe your experience planning, creating, and evaluating resources in a library environment, including contract oversight, vendor relations and negotiations, and contracts with government or academic enterprises.
  4. Academic and Library Technology: Describe your experience working with online library resources and systems to support an academic institution. Describe your understanding of how technology can be utilized in the teaching and learning environment.
