Duties

Help

As a Human Resources Specialist (Recruitment & Placement/Classification) GS-0201-13, your typical work assignments may include the following under supervision:

  • Serve as the lead expert responsible for carrying out the most complex special projects and staffing services for BIE.
  • Manages and administers a variety of classification programs for Title 5.
  • Lead and/or conduct large reductions in force (RIF) and transfers of function (TOF) projects.
  • Provide advice and assistance to managers, supervisors and administrators regarding problems/issues pertaining to recruitment and placement.
  • Respond to complex congressionals involving staffing issues.
  • Develop, modify, conduct and oversee the presentation of basic and/or refresher training in staffing policies and procedures.
  • Provide staff-level/expert advice to Human Resources staff or to other program staff.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

FOR GS-13: I have one (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service that includes: Serving as a team lead in recruitment and placement that involves classification, recruiting, examining, selecting and placement of employees; advising and consulting management on resolving controversial, complex and difficult staffing cases; serving as lead by making assignments to complete projects and actions required by management; planning, recommending, initiating recruitment of special recruiting authorities; ensuring that merit promotion procedures and guidelines are properly implemented; planning conducting the staffing function for reduction-in-force; training and reviewing lower graded specialist work assignments for validity and accuracy.

SELECTIVE PLACEMENT FACTORS: In addition to the minimum requirements, the following requirement is determined to be essential to perform the duties and responsibilities of the position. Applicants must possess one year of experience at the next lower grade level

Do you possess recent operational (hands on) experience as a Journeyman HR Specialist in a Federal organization with a complex and hard to recruit workforce where you have gained the following; specific knowledge and experience completing job analysis and assessments, drafting vacancy announcements, experience resolving recruitment/staffing problems while creating or directing process improvement functions while addressing the dynamics of workforce development?

Do you possess Journeyman level knowledge in all of the following Federal Human Resources functional areas: recruitment, staffing, processing, pay administration, and classification with full classification authority; with documented training and/or demonstrated experience in these functional areas showing you can perform the functions required?

Only experience and education obtained by the closing date of this announcement will be considered.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education

This position does not have a positive education requirement at this grade level. Therefore, no transcripts are required.

CTAP/ICTAP: Department of the Interior (DOI) Career Transition Assistance Plan (CTAP) procedures apply in filling this vacancy. 5 CFR 330, Career Transition Assistance for Surplus and Displaced Federal Employees requires the following order of selection for this position:
a) At Bureau option, personnel actions listed in 5 CFR 330.606(b);
b) Any well-qualified SSP candidate who applies within the local commuting area (Surplus and displaced employees will be given equal consideration);
c) At Bureau option, personnel actions not subject to RPL;
d) Qualified RPL candidates in the local commuting area;

h) To be considered well-qualified, a CTAP/ICTAP applicant must meet the basic qualification requirements with a minimum score of 85 on the Assessment Questionnaire.

If you are claiming 10-point veterans' preference, you must also submit an SF-15, "Application for 10-Point Veterans' Preference" plus the proof required by that form.

The Bureau of Indian Education has determined that the duties of this position are suitable scheduled, situational and for emergency telework.
