Defense Contract Management Agency uses the Expedited Hiring Authority to recruit and appoint qualified individuals directly into shortage category or critical need acquisition positions.
Reviews contracts and technical data packages to identify the specification requirements which the contractor's processes must meet.
Identifies differences between contract technical requirements and current contractor processes.
Establishes and maintains a communications channel with the Contracting Office and Program Management Office as necessary.
Notifies contracting offices and specifies preparing activities of deficient contract and technical requirements.
Performs risk assessments and analyses, relying on relevant customer, supplier performance, and Government data, and assigns risk ratings to quality systems and key processes.
Ensures compliance with higher level quality contract requirements.
Prepares surveillance plans tailored to a level of detail appropriate to the size, complexity and criticality of a supplier?s facility and contracts.
Plans address both system and process level surveillance methods.
Reviews supplier?s first article test reports and provides written recommendations for approval/disapproval to contracting officers.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Must be able to obtain and maintain a Secret security clearance.
Must file an annual financial statement.
A medical/dental examination is required.
Immunization screening is required.(e.g. Anthrax, Smallpox, and Malaria).
DoD Civilian Employee Overseas Emergency Essential Position Agreement is required.
Selectee is required to be exempt from recall to the military Reserves or recall to active duty for retired military

Qualifications
This position is designated as Emergency-Essential (E-E). In the event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment. Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service. QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as: Experience in reviewing and analyzing contractor/ vendor quality assurance data including technical packages; adjusts receiving process/product audits accordingly and ensuring compliance with higher level quality contract requirements; Experience in performing risk assessments and analysis; assigns risk ratings to quality systems and key processes.

Selectee will be assigned to an Emergency Essential (EE) position for period of four years; after which will be placed in a non-EE position.
Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected.
Schedule tour of duty will require evenings, weekends and holiday work hours, and overtime.
The employee will receive overtime pay or compensatory time off as established in 5 CFR 550.106.
Selectee will receive danger pay and foreign post differential as authorized for overseas location to which deployed.
Selectees will be hired at the GS- 11 grade level and will be TEMPORARILY PROMOTED TO THE GS-12 GRADE LEVEL UPON DEPLOYMENT TO AN OVERSEAS CONTINGENCY OPERATIONS LOCATION, subject to meeting applicable Qualification and Time in Grade requirements. Upon completion of the deployment, the employee will be returned to the non-deployed position, at the non-deployed grade level. This announcement serves as competition for the GS-12 temporary promotion.
