Summary

The Administrative Support Assistant (ASA) serves as the principal administrative assistant and management support in the Office of Nursing Service at VA Central California Health Care System. Reports directly to the Chief of SPS and works in close communication and collaboration with the Administrative Officer and Nurse Managers of all Nursing Service sections as assigned to maintain effective operations management.

Must have considerable administrative training and experience and comprehensive working knowledge of special administrative and complex processes to support clinical operations. To a considerable extent, he/she performs all duties and responsibilities requiring the exercise of independent judgment.

Performs work in support of management and/or program analysis functions in which knowledge of the purpose, operation, methodology and techniques characteristics of specific management/program analysis functions is required. This position requires considerable specialized training and experience in administrative, computer, clerical, problem solving skills, and analytical, evaluative, qualitative, quantitative, and statistical skills, as well as the ability and desire to manage a wide variety of complex, and unexpected and nonrecurring problems. All assignments are completed independently and in the most efficient and productive manner.

Responsible for maintaining an organized and efficient administrative office in support of a complex operation in the front office, including personnel administration, time keeping, data processing, project tracking, and files management according to records retention regulations. Leads efforts to maintain electronic files in place of paper files, where appropriate.

Researches and introduces technology-oriented solutions to improve operations. Creates documents and databases using MS Office advanced technology features, specifically the implementation of electronic signatures in documents, and other modernization activities.

Assists in management and renewal process for existing Nursing Service policies and coordination of approvals and signatures for new policies, after review by appropriate stakeholders. Proofreads policies and provides guidance, samples, and assistance to others on HCSM formatting. Recommends and implements changes in administrative policies and procedures.

Independently provides administrative support to Nursing Service and care lines, such as, providing information or data for contracts or grant proposals, etc. Designated as a Fund Control Point Clerk to process 2237s in Vista to request for materials and equipment, turn-ins, and other obligation requests. Assists with service sections specific equipment and supply needs as required.

Assists the Chief of SPS and work closely with the Administrative Officer in the formulation of the annual budget for the Nursing Service by compiling, evaluating and reporting to the Associate Chief Nurse of Nursing Service on the budgetary requirements of the Service as well as assembling data and information to support the proposed expenditures. Coordinates with the Chief Nurse Executive, Administrative Officer and ADPAC on the annual inventory of equipment prepared for signature by the Chief of Service. Assists with contracting functions to include only the initial and basic market research/Independent Government Cost Estimate for contracts being processed with NCO or Fee Basis by assisting in preparing letters and memos. Assists by creating an Excel spreadsheet to summarize the research conducted.

Assists with travel coordination for Nursing Service and staff in processing travel requests. Assists with suspense's, monitors deadlines, and serves as Point of Contact (POC) for specific routine reports as determined by the Administrative Officer and the Executive Chief Nurse. Performs monitoring and reporting work involving the collection, compilation and/or tracking of data and statistical information in support of Nursing Service projects and operations, including. Takes responsibility from beginning to end for certain short- and long-term projects, as assigned or proposed by own initiative. Employs Project Management principles in carrying out such projects.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/18/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-6, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Training and experience in administrative, computer, clerical, problem solving skills and analytical, evaluative, qualitative, quantitative and statistical skills. Assignments are completed independently and in the most efficient and productive manner.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary, with some walking, standing, bending, and carrying of light items such as papers, files, books, etc.
