Duties

Help
  • Serves as the Joint Pacific Area Scheduling Office (JPASO) team lender for the Launch Forecast, Advanced Forecast, Data Planning, Maintenance and Operations Coordination Center (MOCC)
  • Responsible for WR and JPASO launch forecast scheduling and related Joint Pacific Area schedule review conferences.
  • 30th Space Wing OPR (Office of Primary Responsibility) for Current Launch Schedule Review Board (CLSRB) meetings and conferences.
  • Plans, organizes and conducts weekly MOCC meetings for the purpose of integrating range maintenance, major instrumentation system modifications, testing and training activities into the overall range schedule.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of business operations policies, procedures, methods, and publicity techniques within one or more of the following areas: military recreation; base morale, welfare, and recreation business operations; food and beverage operations; and/or community wide event planning to evaluate strengths or weaknesses and develop/revise programs to meet goals and promote patronage.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:


1. Extensive and comprehensive knowledge of the methods, techniques, processes, procedures, and polices for scheduling DoD Major Range and Test Facility Bases (MRTFB) utilization and ability to operate in a real world/real time operational environment: and in-depth, specialized knowledge of scheduling requirements for joint launch operations in the Pacific theater, including fundamental knowledge of airspace management.
  1. Practical knowledge of electronic and engineering principles, concepts and theories as applied ro capabilities and limitations of range equipment, instrumentation and sensor systems, scientific data collecting equipment, weapons support systems, telecommunications systems and frequency management.
  1. Knowledge of space and missile technical launch operations including knowledge of Department of Defense MRTFB utilization policies, range operational facilities, range safety regulations, missile ordnance criteria, range clearance requirements, meteorological constraints, data reduction and analysis procedures, FAA regulations, Range Support Agreements, Universal Documentation System, and customer scheduling requirements and constraints.
  1. Ability to lead others and to plan, organize, prioritize and coordinate the work team members in order to respond to dynamically evolving events and the constantly changing deadlines in a missile/space launch operational environment.
  1. Ability to apply technical, statistical and economic principles in evaluating utilization requirements vs. available resources to identify/recommend effective solutions; and skill in operating a wide variety of standardized (MS Office, PowerPoint, Excel, Access) and specialized computer systems, peripheral equipment and programs for developing, controlling and maintaining schedules, statistical information, documentation and producing reports and briefings.
  1. Ability to establish and develop professional relationships and effective oral, written and electronic communication with high-ranking military officials, industry corporate executives, engineers and scientists, government program managers, commercial and government launch operators and customers.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Additionally, if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)
