The IIP Staff Associate is a critical member of the IIP team. The incumbent shall provide leadership in the development, implementation and standardization of processes and systems to facilitate the merit review process, assessment and evaluation, and communications and partnerships between government, academia and industry.

Major Duties and Responsibilities 

    • Recommends, develops, coordinates and implements new or revised policies, practices and business processes to improve the activities and management of IIP programs. Designs, implements and maintains IIP data systems, including pilot systems, to support these improvements.
    • Analyses management and program management information requirements to develop program and/or administrative reporting systems, including the identification of data requirements and sources, and giving consideration to the analytical techniques to be used in evaluation.
    • Prepares and makes presentations to IIP management group and outside groups such as NSF task forces. Prepares studies to enhance and modernize the IIP and NSF databases and operational uses of data.
    • Applies professional knowledge of science and/or engineering to analyze aspects of the merit review process in order to optimize IIP’s internal processes and outreach to the scientific community.
    • Analyzes current IIP proposal processing methods and recommends technology-based changes that will increase efficiency or reduce costs.
    • Works with stakeholders at various levels and across multiple Directorates to define business and technical requirements, translating and presenting complex technical information for non-technical audiences. Develops and maintains effective working relationships with program stakeholders by continually anticipating and assessing their current and future needs, and amicably resolving competing or conflicting interests.
    • Actively represents IIP in ENG, NSF-wide and government-wide activities to include those related to assessment and evaluation. This includes sharing of best practices on assessment and evaluation results and maintaining awareness of related NSF activities, notably COV processes, statistical reporting, and program activities in science, engineering and technology policy.
    • Leads acquisition activities of systems that support the streamlining of the merit review process, assessment and evaluation, and communications and partnerships between government, academia and industry including developing and executing acquisition strategies, developing solicitations and statements of work, and evaluating IT products and services. Serves as contracting officer's representative (COR). Monitors contractor performance and compliance with agency and Federal requirements, ensuring work to be performed falls within contract scope, monitoring planned versus actual work performed, conducting monthly program management reviews, reviewing progress reports, and completing contract performance assessment ratings (CPARs). Maintains certifications and proficiencies as required.
    • Conducts special studies and implements special projects at the request of the Deputy Division Director, Division Director or on own initiative. Presents plans, results and recommendations. Follows up as necessary.
    • Performs other duties as assigned by the IIP Division Director or Deputy Division Director

Qualifications

Candidates must have a Ph.D. in computer science, engineering and/or science fields related to IIP, plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master's degree in computer science, engineering and/or science fields related to IIP, plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.

Effective oral and written communication skills are also highly desirable. 

Project management certification is preferred.

3. In-depth knowledge and expertise in specialty areas of computer science and/or information technology and familiarity with NSF IT systems.

4. Ability to compile, evaluate and present technical and scientific information.

5. Knowledge of computer systems, methods and applications.

6. COR knowledge and experience with the ability to facilitate proper development of IT requirements and assisting Contracting Officers with all systematic and technical aspects pertaining to development and management of contracts.
