Duties

Help
  • Assesses individual and family needs and provides continuing work/life services to eligible populations.
  • Compiles subject matter resources and data in support of new program development for senior FSC staff members.
  • Conducts and implements marketing and public relations campaigns to ensure target populations are informed of services and activities.
  • Ensures availability of technology-based resources to maximize customer access to a full spectrum of resources to meet life-cycle needs.
  • Interviews and assesses clients' needs and concerns (e g, family separation, parenting, personal financial management, child care, elder care, etc).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A degree in behavioral or social science; or related disciplines appropriate to the position. NOTE: You must submit a copy of your transcripts.

OR
A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts.

OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE FOR THE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include advising on personal financial management practices to provide clients with skills to make informed personal financial management decisions; conducting interviews, developing goals and determining appropriate options for referral services.

EDUCATION:
2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a related field. NOTE: You must submit a copy of your transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify provided the combined total of your education and experience equals 100% of the requirement. NOTE: You must submit a copy of your transcripts.

SPECIALIZED EXPERIENCE FOR THE GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include communicating factual and procedural information clearly; analyzing problems and gathering data to determine solutions; applying basic principles of social science to complete work assignments.

EDUCATION:
1 year of graduate-level education or a bachelor's degree with superior academic achievement in a related field. NOTE: You must submit a copy of your transcripts.???????

A combination of education and experience may be used to qualify provided the combined total of your education and experience equals 100% of the requirement. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS GS-09: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-09: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of social services delivery systems as well as concepts, principles, theories, and practices relating to one or more of the social or behavioral science fields.
2. Knowledge of personal financial management practices and techniques to provide clients with appropriate financial data and practical financial skills to enable them to make informed personal financial management decisions.
3.Skill in conducting interviews to establish the nature and extent of concerns/issues, provide assistance in developing goals and plans and determine appropriate referral services options.
4. Skills in establishing and maintaining effective working relationships using tact and diplomacy in interactions with individuals/families and with program representative and officials.
5. Ability to communicate effectively both orally and in writing.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-07: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic principles, concepts, and practices of social science.
2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in social science.
3. Skill in communicating factual and procedural information clearly, orally and in writing.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
