Duties

Help
  • You will provide entitlement counseling and quality control services along with shipment and storage management services to military and civilian service member's incident to movement of household goods.
  • You will receive, analyze, and provide technical support, information and services to customers as they attempt to move, store, and receive household goods, professional gear, express shipments, and unaccompanied baggage.
  • You will determine the next level source of support for customers and service providers to contact for further technical or locality based assistance.
  • You will research, compile, and evaluate data to identify patterns, causal factors and failures and determine solutions.
  • You will review various sources of data to determine unusual trends and differences within the multi systems utilized.
  • You will use a variety of communication, negotiating, and interviewing techniques to listen, understand, explain and resolve complex processes and procedures.

Qualifications

To qualify at the GS-07 level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-06) or pay band in the federal service, or equivalent experience in the private or public sector demonstrating a knowledge and application of an extensive body of traffic management and transportation regulations, methods, practices and automated transportation information systems related to all areas of household goods and personal property (HHG/PP) shipment management . I utilize this knowledge to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems with regard to shipping personal property, household goods, unaccompanied baggage, boats and /or privately owned vehicles (POV's). My experience also includes performing HHG/PP entitlement counseling, quality control services, as well as shipment and storage management services. Examples of specialized experience may include: 1) Apply a wide range of traffic management and transportation policies, principles, and methodology to execute and resolve personal property shipment management issues including household goods, property entitlement counseling, inbound and outbound shipment management, non-temporary storage, quality assurance, and provide procedures for processing loss and damage claims; 2) Demonstrate a functional knowledge of computer systems through the use of both commercial and government transportation information systems for personal property counseling and shipments, calculating shipment costs, reconciling shipment errors and/or assisting with filing loss and damage claims; and 3) Utilize expertise in personal property/household goods procedures and requirements to interpret policies and procedures, determine entitlements and resolve complex transportation issues.

To qualify at the GS-06 level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-05) or pay band in the federal service or equivalent experience the private or public sector demonstrating a standardized knowledge of traffic management and transportation regulations, methods, procedures, and automated transportation information systems operations related to Household Goods/Personal Property (HHG/PP) transportation and shipment management support functions. I utilize this knowledge to perform a full range of standardized transportation support functions, entitlement counseling, investigate and resolve routine or recurring discrepancies, input a range of standard information or adjustments into a transportation information system, and respond to a range of recurring questions from customers or carriers in support of HHG/PP shipping (i.e., household goods, unaccompanied baggage, boats and/or privately owned vehicles (POV's)). Examples of specialized experience may include: 1) Providing a range of recurring traffic management and transportation functions applying standardized policies, procedures, principles and methodology to accomplish HHG/PP entitlement counseling and shipment management; 2) Utilize both commercial and government transportation information systems to perform standard or recurring personal property counseling and shipments, calculating shipment costs, reconciling shipment errors; and 3) Demonstrating a basic knowledge of understanding the type and quantity of household good or personal property that can be moved at government expense including items that are prohibited from being moved.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
