Summary

The Director reports to the Assistant Administrator for Energy Analysis, U.S. Energy Information Administration (EIA); regularly interacts with the Administrator, the Deputy, the Assistant Administrators, and other DOE officers who require integrated and international energy analysis and related services. Provides leadership to integrated domestic and international energy analysis as part of EIA's comprehensive energy supply and demand data collection, analysis, and dissemination program.

Duties

Help

As the Director, Office of Integrated and International Energy Analysis, you will be responsible for:

  • Providing executive leadership for the strategic vision, planning, and direction of Office programs; oversees subordinate managers and the formulation, defense, administration, and evaluation of resources (funding, staffing, information, contracts) necessary to conduct the Office's activities; and makes resource allocation decisions among competing needs of the Office's functions.
  • Providing strategic and conceptual direction to EIA’s complex energy and economic modeling systems used to produce short-term forecasts and long-term projections and analysis of domestic and international energy markets that contribute to policy-making and private sector decisions on energy-related initiatives. Oversees the design, development, maintenance, operation, and documentation of models of domestic and international energy production, conversion, and use.
  • Leading the preparation of deadline-driven analytical publications that span the energy sector; ensures integration of appropriate data from multiple sources and leads quality assurance efforts for EIA’s analysis products.
  • Leading the publication of EIA’s historical international energy statistics and other country-level briefs; ensures the maintenance of transparent source and methodological notes.
  • Providing executive leadership for assessing the effects of domestic and international events on energy supply, demand, and prices, including oversight of the design and conduct of vulnerability/contingency analyses related to energy supply disruptions and provides analytic support for Continuity of Operations and emergency planning exercises.
  • Providing executive coordination for interactions with officials from foreign governments and international organizations to acquire and share energy information, provide expertise on the design and implementation of analytical energy programs, and establish information exchange programs.
  • Developing and justifying budget requests and ensuring that program budget supports Departmental and Administration planning and initiatives.
  • Setting all internal control standards for effectiveness, efficiency, productivity and overall quality control consistent with organizational policy, program and project viability.
  • Determining the financial and personnel resources needed to achieve mission objectives and support mission operations; identifying the need for major organizational improvements and approving the requisite plans and directing implementing actions.
  • Leading effective, well-coordinated change management activities to ensure ongoing and efficient organizational operations in support of EIA’s mission.

  • CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.
  • Homeland Security Presidential Directive (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.
  • PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.
  • SECURITY CLEARANCE: You must be able to obtain and maintain a DOE-BAO level security clearance.
  • DRUG TESTING POSITION: As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.
  • PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

Qualifications

Applicants are required to submit a narrative statement for each of the five mandatory Executive Core Qualifications (ECQs) and each of the Mandatory Technical Qualifications (MTQs). Please give a complete and detailed answer for each mandatory qualification. Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position. Failure to submit a narrative statement or address all of the mandatory ECQs and/or MTQs, (if required) is also considered incomplete and WILL NOT BE CONSIDERED. Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the ECQs but must address all MTQs. If you are a non-SES employee or Non-Career SES employee, you must address each ECQ and MTQ. Failure to do so will result in disqualification of your application. Your application must demonstrate that you possess these qualifications. Executive Core Qualifications (ECQs):

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In addition, applicants must specifically address the following technical qualifications which represent the specialized knowledge, skills, and abilities to perform the duties and responsibilities of the position.

  • MTQ 1. Experience in leading an integrated energy analysis and modeling function specializing in both domestic and international projections representing such factors as energy supply and demand, government policies, macroeconomic conditions, technological change, consumer behavior, energy market conditions and/or other factors to serve a varied customer base to include Congressional, Federal and private sector policy-makers, financial market decision-makers, academics, international organizations, foreign governments and the general public.
  • MTQ 2. Experience in leading the acquisition, analysis and integration of domestic and international energy information from foreign governments and global/regional entities.
  • MTQ 3. Experience in leading contingency and disruption analyses of global petroleum markets, including their impact on micro- and macro-economic national security factors.

NOTE: Responses to MTQs must not exceed 2  pages per MTQ with the font size no smaller than point 12, for a total of 6 pages. Pages over the maximum amount will not be considered.
