Summary

The Director reports to the Assistant Administrator for Energy Statistics, U.S. Energy Information Administration; regularly interacts with EIA senior leadership and other DOE leaders who require statistical analysis, methods and research services. Provides leadership and direction to survey and other data collection systems as part of EIA's comprehensive energy program. Provides guidance for decision-making on energy public policy, including Congressional and Executive Branch initiatives.

Duties

Help

As the Director, Office of Statistical Methods and Research, you will provide:

  • Executive leadership for the strategic vision, planning, and direction of Office programs; oversees subordinate managers and the formulation, defense, administration, and evaluation of resources (funding, staffing, information, contracts) necessary to conduct the Office's activities; and makes resource allocation decisions among competing needs of the Office's functions.
  • Oversight and leadership for the development of sampling and survey methodologies Including sample selection, data editing, Imputation, estimation, validation, continuity of data series, and error measurement to ensure statistical rigor and consistency in EIA's comprehensive energy supply and demand data collection program.
  • Executive coordination and oversight for the design of energy Information and statistical collection forms, instruments and systems, and coordination with DOE, OMB, and others on Information Clearance Requests. Ensures that existing collections and major modifications are justified, meet clearly defined statistical standards, avoid unnecessary duplication, meet requirements, and minimize respondent burden.
  • Strategic and technical direction for data operations reviews to ensure compliance with applicable specifications, agreements, and laws in the collection, processing, and use of Information gathered In EIA's comprehensive energy supply and demand data collection program in order to protect contributors' commercial and other Interests.
  • Timely and well-informed advice to the EIA Administrator, Deputy Administrator, and other EIA senior leaders regarding impacts of new legislation, directives, and statistical guidelines relevant to EIA’s program, for example, implementation of the Evidence-Based Policymaking Act of 2018.
  • Justifications for budget requests and ensuring that program budget supports Departmental and Administration planning and initiatives.
  • Metrics describing all internal control standards for effectiveness, efficiency, productivity and overall quality control consistent with organizational policy, program and project viability.
  • Assessments to determine the financial and personnel resources needed to achieve mission objectives and support mission operations; identification of needs for major organizational improvements and approval for requisite plans and directing implementing actions.
  • Effective, well-coordinated change management activities to ensure ongoing and efficient organizational operations in support of EIA’s mission.

  • CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected.   • Homeland Security Presidential Directive (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.
  • PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.
  • SECURITY CLEARANCE: You must be able to obtain and maintain a DOE-BAO level security clearance.
  • DRUG TESTING POSITION: As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.
  • PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

Qualifications

Applicants are required to submit a narrative statement for each of the five mandatory Executive Core Qualifications (ECQs) and each of the Mandatory Technical Qualifications (MTQs). Please give a complete and detailed answer for each mandatory qualification. Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position. Failure to submit a narrative statement or address all of the mandatory ECQs and/or MTQs, (if required) is also considered incomplete and WILL NOT BE CONSIDERED. Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the ECQs but must address all MTQs. If you are a non-SES employee or Non-Career SES employee, you must address each ECQ and MTQ. Failure to do so will result in disqualification of your application. Your application must demonstrate that you possess these qualifications. Please provide examples that are clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities.


Executive Core Qualifications (ECQs):

The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In addition, applicants must specifically address the following technical qualifications which represent the specialized knowledge, skills, and abilities to perform the duties and responsibilities of the position.

MTQ 1. Experience directing statistical programs that: (1) assess data needs relevant to supporting analysis of relevant, reliable and timely information 2) oversee the development of survey instruments designed to collect such data in ways that are insightful, efficient, and statistically valid; 3) oversee the design, development and deployment of the same survey instruments with subject matter and information technology experts, 4) explore and assess alternative data sources including various forms of administrative data, web-based crowd-sources data, and others, and 5) require application of statistical expertise in the assessment of performance of survey instruments and other data collections using survey and mathematical statistical methods.

MTQ 2. Experience in managing the analysis, development, and implementation of survey sampling, data collection systems, and statistical research projects to provide new capabilities and enhance ongoing operations.

MTQ 3. Current knowledge of statistics and its application to the development of data through survey and other data collection and collation approaches, including familiarity with current data management technologies.

NOTE: Responses to MTQs must not exceed 2  pages per MTQ with the font size no smaller than point 12, for a total of 6 pages. Pages over the maximum amount will not be considered.
