Duties

Help
  • Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidation budget request. Directs work through subordinate supervisors.
  • Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
  • Provides advice, assistance, guidance on budgeting and related information.
  • Conducts analyses, reviews, and special studies of budget and/or related information.
  • Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs.
  • Uses automated budgetary system(s0 and computer-generated products in accomplishing budgeting assignments.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicant must have at least one year specialized experience at the GS-11 (or higher) or equivalent in other pay systems. Examples of specialized experience includes performing a variety of budget functions involving formulation, execution and/or analysis of budgets for programs and/or support activities. Compiling, consolidating, interpreting, and summarizing program/project budgetary data for preparation of supportive documentation and budget estimates. Providing support and guidance on analysis to other budget personnel and functional contacts in serviced organizations. Reviewing budgetary actions submitted to ensure compliance with budgetary policies and guidelines in a timely manner.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization{s).
2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation program/organizations.
3. Skill in the application of analytical methods and techniques (e.g., cost-benefit analysis, ZBB, amortization. depreciation, and pro-rating revenues and costs among customers). mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses .
4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary
processes/actions.
6. Ability to supervise employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Additionally, if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)
