Summary

About the Position: Serves as an Operations Research Analyst Office with the Assistant Secretary of the Army (FM&C), Deputy Assist Secretary of the Army (DASA).

This position will be filled at the GS-11, GS-12 or GS-13 level. If selected at the GS-11, GS-12, non-competitive promotion to the full performance level is authorized.

Duties

Help
  • Performs a variety of cost analysis and cost management duties in support of HQDA.
  • Collects, develops and distributes cost and economic analysis.
  • Performs variety of problem solving and process improvement as part of Army's cost management program.
  • Reviews and analyzes data and/or estimates to ensure compliance.
  • Prepares summary reports and briefs for higher level managers.
  • Provides coordination and assistance on both administrative and technical aspects of the cost management and/or cost and economic analysis programs.

In order to qualify, you must meet the experience and education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operational Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. To qualify for the GS-11 level:
Specialized Experience: One year of specialized experience which includes: Applying a wide variety of standard principles, theories, techniques and practices of quantitative and statistical analysis used in cost estimating; Researching, gathering, analyzing and consolidating management and/or programmatic information and data; Conducting analytical studies using scientific methodology and problem solving for matters of a factual nature.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

To qualify for the GS-12 level:
Specialized Experience: One year of specialized experience which includes: Applying and adapting principles and methods for operational research, systems analysis, data analytics and data science; Experience with the principles and practices of operations research to investigate and provide technical advice on operational Cost Analyst and cost estimating, Prepare written reports and/or oral presentations regarding study findings, conclusions, and recommendations for leadership.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
OR
Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

To qualify for the GS-13 level:

Specialized Experience: One year of specialized experience which includes supporting and/or leading the application of research methods and techniques to develop lifecycle cost estimates for Acquisition Programs; providing technical guidance on statistical, econometric and/or operations research concepts as they apply to cost and economic analysis studies.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
- For the GS-11, must have 52 weeks at the GS-09 (or equivalent)
- For the GS-12, must have 52 weeks at the GS-11 (or equivalent)
- For the GS-13, must have 52 weeks at the GS-12 (or equivalent)

Education
