Summary

The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the San Diego VA Medical Center (VAMC) in the Health Administration Service (HAS). Enrollment & Eligibility
The incumbent is responsible for obtaining and processing enrollment documentation, updating demographics, establishing eligibility of Veterans for health benefits. Utilizes the VHA Enrollment System (ES), the Veterans Health Information System and Technology Architecture (VISTA), MyHealtheVet Enrollment, and Veterans Health Identification Card system/equipment operation. Provides front desk reception and management, assisting Veterans with the Combat Veteran Screening Process; as an eligibility, enrollment and health benefits consultant, provides an explanation of VA Health Benefits and reimbursement information on all patients requesting care within the VA San Diego Healthcare System (VASDHS). The incumbent provides presentations and enrollment services, adjusting to the needs of the Veteran attendees and staff coordinating the event.

Data Entry/Reports
Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of Health Administration Service. Receives and processes documents and reports in accordance with established procedures. Reviews documents and reports for completeness and enters pertinent information into an automated tracking system/ES. Assists in the review and reporting of data/statistical results of program/project studies conducted by others. Follows established protocols for incoming data, organizes computerized data sets, and retrieves computerized data. This includes but not limited to: inconsistent data elements, Error Reports, Dispositions of Enrollments, Efficiency of Combat Veterans Intake Tablets, data quality assurance, and Patient Information Collection. Performs a general review of the data and generates a variety of reports. Reviews documents, reports and/or applications for omissions and inconsistencies, and ensures data entries are complete and accurate; coordinates documents, such as enrollment applications and other data on VHA forms.

Work Schedule: Hours may vary, but most tours are Monday - Friday starting as early as 7:00 am and ending at 5:00 pm. Generally, not to exceed 40 hours per week. Occasional overtime, weekends and holidays may be required based on patient care needs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/12/2020.

Time-In-Grade Requirement: Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non temporary competitive appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: making the determination as to the patients eligibility for benefits; utilize computer terminals or personal computers to make inquiries, enter data, correct data, to perform analysis of data and generate a variety of reports; evaluating documents, such as enrollment applications, Means Tests and other data collection forms. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have possess four (4) years of education above high school.
You will be rated on the following Competencies for this position:
  • Ability to collect and track data
  • Skill in the use of computerized and automated software programs
  • Skill in patient centered care customer service
Please Note: You must be able to Type at least 40 words per minute to qualify for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary; typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, book, small parts, or driving and automobile, etc. No special physical demands are required to perform the work.

Education

There is no educational substitution at this grade level.
