Duties

Help

As a Supervisory Auditor specializing in IT audits, you will:

  • Oversee the conduct of audits and examinations of headquarters and mission information technology, systems and programs.
  • Supervise IT audits of the development, security, and internal controls of IT systems and applications as they relate to auditable financial statements and mission support activities.
  • Determine compliance with applicable legislation, regulations, policies, and procedures.
  • Ensure  the conduct of audits are in compliance with professional audit standards and Inspector General (IG) audit policies and procedures.
  • Determine the effectiveness and efficiency of the Agency’s management of information technology and systems programs and operations.
  • Formulate and prepare written recommendations for corrective actions required on the part of USAID program officials.
  • Review and recommend further corrective actions that may require changes in Agency policies and procedures.
  • Perform quality reviews of audit reports, surveys, and special studies conducted by IG audit staff.
  • Brief senior leaders on progress of audits.
  • Identify significant audit areas which require decisions and presents recommendations and options on directions audits should take.
  • Perform follow-up audits and reviews, and monitor progress of audit recommendations and other reports prepared by the Office of Audit or other Federal agencies.
  • Serve as a Contracting Officer’s Representative; in collaboration with the Contracting Officer, participate in the post-award conference to ensure that all parties have a clear understanding of the scope of the contract, the technical requirements, and the rights and obligations of the parties.
  • Monitor and documenting contractors’ performance; inspect and accept or reject deliverables.
  • Prepare significant action reports, review draft findings of audit teams and revise as necessary to ensure that conditions, causes, effects and recommendations are properly presented and supported.
  • Release tentative findings and recommendations after discussion/review by Agency functional expert.

Qualifications

In addition to the mandatory education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the increments shown below:

GS-14: Applicants must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service to include: (1) accounting/auditing responsibility reviewing IT programs/systems, and/or FISMA auditing experience obtained in an OIG or similar position; (2) Formulating/preparing written audit recommendations requiring corrective actions from program officials; (3) Overseeing teams planning and conducting highly technical and complex audits and other projects that promote efficiency, effectiveness, and compliance in accordance with the Generally Accepted Government Auditing Standards (GAGAS); and (4) monitoring audit and evaluation plans, and developing program enhancements and solutions.

In addition to the specialized experience required at the GS-13 level, examples of qualifying experience may include: executing management and organizational principles and practices along with a mastery knowledge of planning, programming, and budgeting regulations, guidelines and processes, and a thorough knowledge of principles, theories, practices, and techniques of information systems management, management, and auditing/inspecting/evaluating to plan and conduct reviews of the organization's IT operational programs and activities.

DESIRED QUALIFICATIONS: CISA, CISM, and/or CISSP certification is strongly desired and will be taken in consideration during the evaluation process for ranking purposes.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Education

Degree: accounting; or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be generally interpreted as
"accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the
following:

1.  Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2.  A certificate as Certified Public Accountant, Certified Information Systems Auditor, or a Certified Internal Auditor obtained through written examination; or

3.  Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24- semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement
that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully
meet the specified requirements.
