Duties

Help

The incumbent of this position will serve as the Veterans Employment Coordinator for the agency and will work under the general guidance of the Branch Chief for Staffing and Classification.  The incumbent will apply a knowledge of Federal staffing and recruitment procedures/practices to support the outreach and hiring of veterans and other individuals to support the mission of the agency.

The incumbent applies an in-depth knowledge of Federal staffing regulations to fill positions across the agency through a variety of Federal hiring authorities.  Leads NSF’s efforts to enhance and promote recruitment and employment opportunities for veterans.  

Major duties of this position are as follows:

  • Leads development and coordination of the NSF operational plan for promoting employment opportunities for veterans.  Provides consulting services regarding employment of veterans and agency obligations under Executive Order 13518. Identifies positions, organizations, and programs that offer opportunities for hiring or placing veterans.  Enhances employment opportunities for veterans within the NSF.  Implements the NSF Operational Plan for employing veterans and monitors NSF performance against the established objectives and reports progress and challenges to DHRM and NSF leadership. 
  • Manages recruitment programs that target veterans and oversees NSF training programs for veterans with disabilities.  Identifies and implements innovative recruitment strategies such as participation in virtual career fairs, leveraging online recruitment, and exploiting social media solutions.  Ensures that employment counseling is provided to help veterans match career aspirations with the needs of the NSF.  Establishes an agency-wide counseling and outreach program.
  • Develops and provides mandatory annual training concerning veterans' employment for NSF human resources personnel and hiring managers.  Identifies key NSF occupations for which job counseling and training will be provided to enable veterans to meet agency staffing needs associated with these occupations.  
  • Coordinates with the Departments of Defense and Veterans Affairs to promote further development and application of technology design to assist transition service members and veterans with disabilities.  Leads internal efforts to recognize NSF staff veterans, promotes program awareness and encourages retention.  Events may include but are not limited to appropriate observances for Memorial Day and Veterans Day.  Leads efforts for internal veteran mentoring and working groups in support of the VEP Operational Plan.  
  • Provides staff support to the NSF representative to the interagency Council on Veterans Employment.  Represents the NSF in dealings with other agencies and veterans organizations to coordinate veterans' employment initiatives and to ensure that veterans are aware of NSF employment opportunities.
  • The incumbent also performs the work of a servicing HR Specialist and performs work to fill various types of positions in the agency.

You must meet eligibility and qualification requirements within 30 days of the closing date.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-11 level, you must have at least one year of specialized experience performing human resources functions equivalent to the GS-9 level in the Federal service.  Examples of such experience may include: providing advice and assistance to managers on effective methods of recruitment; conducting job analysis and developing crediting plans; conducting desk audits; developing position descriptions; preparing evaluation statements; and making pay determinations.

OR

Possess a Ph.D. or equivalent doctoral degree.

OR

Possess 3 full years of progressively higher-level graduate education leading to a Ph.D. OR an LL.M., if related.

OR

Possess a combination of graduate level education beyond the first 2 years of progressively higher graduate study and appropriate specialized experience that together meet the qualification requirements of this position, if related.

To qualify at the GS-12 level, you must have at least one year of specialized experience of Federal civilian human resource management experience equivalent to the GS-11 level in the Federal service to include knowledge and skill to counsel on recruitment and placement; advise management on automated and manual processes related to rating and ranking applicants and issuing merit promotion, excepted and delegated examining certificates; and recommend strategies to resolve problems related to recruitment, job turnover, long and short-term workforce planning, downsizing, and reinvention while ensuring the legality and propriety of actions taken; and skill in applying position classification and management principles to assist management with the establishment of efficient and effective organizational structures and position descriptions; and knowledge and skill to advise on setting and adjusting pay; implementing and applying pay schedule adjustments, and special salary rates.

To qualify at the GS-13 level, you must have at least one year of specialized experience performing staffing, recruiting, training, and/or outreach functions equivalent to the GS-12 level in the Federal service. Examples of such experience may include planning/conducting studies to identify personnel needs; performing outreach activities to reach targeted populations; training supervisors/managers on hiring flexibilities; providing employment counseling and management advisory services.

Education

Education may be substituted for experience as described in “Qualifications" for the GS-11 level.  Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at the GS-12 or GS-13 levels.
