The selectee performs as a Flight Engineer Instructor. Performs staff work based on specialized knowledge of the unit's mission and the related programs to ensure safe and successful accomplishment of all required training and airlift support requirements. When assigned flight examiner duties, administers ground and inflight initial, annual and/or requalification performance evaluations to Flight Engineer personnel for compliance with applicable flight manual operation, aircraft maintenance technical orders and directives. When designated as Standardization/Evaluation Flight Examiner, will have additional responsibilities to include: ensuring evaluation or observation, administering formal and no-notice evaluations during operational and training flights, analyzing evaluation data for ground and flight training programs, reviewing aircraft incidents, operational hazards and accident reports pertinent to Flight Engineers, making appropriate commendations to designated officials for discussion with the Flying Safety Officer, reviewing air crew procedures, directives and operating manuals, recommending necessary changes or improvements, attending flight evaluation critiques, developing testing material for Flight Engineer evaluations, and maintaining a current file of all pertinent publications and operating procedures pertinent to Flight Engineer duties. May be required to perform as a maintenance test flight engineer, responsible under established policy and criteria to perform maintenance operational checks and Functional Check Flights (FCFs) on unit aircraft. When performing Flight Engineer duties, inspects aircraft interior and exterior to include engines, fuselage and control surfaces for mechanical and structural soundness and proper operation to determine aircraft air worthiness. Maintains records and forms covering flights, repairs, maintenance, inspections and service. Performs other duties as assigned.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: Enlisted, NTE MSgt/E-7

Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard and be assigned to the 189th AW in a compatible military position in Air Force Specialty Code (AFSC) 1A171. Must become compatible in the AFSC within 12 months of appointment. Technicians will not be militarily senior to their supervisors or wage leaders (Grade Inversion). Selectee may be subject to uncommon duties, rotational shift assignments and overtime duties. Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Participation in direct deposit is mandatory.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

GENERAL EXPERIENCE:
Experience which has provided the applicant with a knowledge of aircraft weight and balance computations; aircraft performance data; aircraft records maintenance; and aircraft systems.

SPECIALIZED EXPERIENCE: Must currently be qualified as a Flight Engineer Instructor, or be able to become an Instruction within twelve months on appointment (Must be clearly explained in Resume). Must have 36 months experience in performing or supervising such functions as in flight aircraft weight and balance computations, C-130 inflight fuel management, C-130 inflight aircraft electrical components management, C-130 inflight computation of takeoff and landing data and aircraft systems maintenance to include hydraulics, electrics, engines, avionics and environmental.

PLACEMENT FACTORS: Applicants should demonstrate through prior experience, education and training the following: (1) Knowledge of aircraft weight and balance. (2) Knowledge of aircraft maintenance records. (3) Knowledge of aircraft maintenance plans. (4) Knowledge of inflight operation of C-130 aircraft systems. (5) Ability to conduct classroom and flight instruction. (6) Completion of formal training in aircraft performance data and aircraft systems operations.
