Current Federal Employees serving under a career or career-conditional appointment in the competitive service; and those eligible under the following: former Federal employees with reinstatement eligibility; CTAP/ICTAP Applicants; Veteran's Employment Opportunities Act (VEOA); Persons with Disabilities (Schedule A) and current or former time-limited employees eligible under the Land Management Workforce Flexibility Act (LMWFA).
Serves as the primary point of contact and coordinator for multi-disciplinary / multi-agency projects. Duties include oversight, management, reporting, tracking, and communications for all assigned projects.
Develops plans of action to track and monitor project activities and prepares a master schedule which identifies required work items, responsibilities of the participating parties, assumptions of risks, contingencies and performance measurement criteria and time for accomplishment.
Coordinates with Lower Colorado Dams Office and the Regional budget office in the management of the project specific budgets and communicating with appropriate project coordinators.
Schedules and manages tasks related to major construction activities, with responsibility for coordinating planning, design, cost estimating, permitting, contracting, construction, and construction close-out phases.
Provides frequent project status reports and briefings to various Reclamation managers and the public concerning project activities, concerns and status.

Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions as outlined in 5 CFR 300.603(b).

Qualifications
GS-11: In order to qualify for the GS-11 grade level, your resume must reflect one year of full time specialized experience equivalent to at least the GS-09 grade level in Federal service; or a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
Specialized Experience for GS-11: Resume must reflect one year of experience using project management techniques and processes in preparing scopes of work, work schedules, and budgets for technical programs in an industrial facility.
GS-12: In order to qualify for the GS-12 grade level, your resume must reflect one year of full time specialized experience equivalent to at least the GS-11 grade level in Federal service.
Specialized Experience for GS-12: Resume must reflect one year of experience using project management techniques and processes in preparing scopes of work, work schedules, and budgets for technical programs in a dam, power generating or water/wastewater facility.

Education
This vacancy announcement allows substituting education for experience. Probationary Period: Placement in this position requires you to complete a one-year probationary period.
Promotion Potential: If you are selected at the lower grade, promotion may be made at a later date without further competition. How you will be evaluated
You will be evaluated for this job based on how well you meet the qualifications above.

KSA 1. Knowledge of project management principles and skills in project management activities in order to plan, develop, execute, coordinate and monitor technically complex projects that may require the simultaneous execution of sub-projects or project phases.
KSA 2. Knowledge of water resource laws, policies, and procedures as they apply to Reclamation activities in managing multi-objective planning and construction efforts, including the National Environmental Policy Act (NEPA) and the Endangered Species Act (ESA).
KSA 3. Knowledge of project life cycles, with experience and demonstrated ability to manage the execution of projects from conception through close-out.
KSA 4. Ability to schedule, track accomplishment and budget, report and coordinate multiple complex technical projects concurrently.
KSA 5. Skill in organizing activities, which includes working with a variety of people and/or teams, committees, and groups to achieve coordinated progress toward and commitment to a common goal; and ability to resolve managerial and administrative problems.
KSA 6: Knowledge of the full range of principles, concepts and methodology associated with life cycle management of engineering projects, to plan and complete assigned workload. Some areas of concentration include mechanical, electrical and civil engineering; hydraulics and hydrology; facility operations and maintenance; technical specifications and cost estimating; procurement and contracting; historical preservation and cultural resources; and, environmental protection.
KSA 7: Skill in written and verbal communications to explain/defend status of project, make presentations in public forums, etc.
