Duties

Help

The Chief Innovation Officer is the Office of the Inspector General's (OIG) visionary leader for developing new and innovative approaches for OIG to achieve the OIG's strategic direction, and improved performance of mission. The key responsibility is to plan, communicate, implement and lead change across the organization. The incumbent will identify and resolve challenges that often cross organizational boundaries and impact the accomplishment of strategic objectives. The duties will entail closely collaborating with senior leadership and staff in all divisions with the goal of effectively and efficiently allowing the OIG to achieve its expanding mission requirements and implement the required changes for increased productivity throughout OIG. The incumbent is responsible, but not limited to the following duties and responsibilities:

  • Advises and makes recommendations to the Inspector General (IG) and Deputy Inspector General (DIG) on innovations to the OIG's management, policies, processes, and use of technology designed to address objectives in the OIG Strategic Plan.
  • Fosters an environment that promotes innovation and the proposal of innovative ideas; encourages engagement and commitment from all employees; and inspires insightful dialogue and innovative thinking.
  • Analyzes existing policies, processes, and practices; challenges current processes; identifies latest trends and evaluates benefits against OIG requirements; develops a plan of action and baseline of requirements for implementing change recommendations.
  • Champions change management and monitors evolving trends, best practices and developments that may affect the OIG, including legislation and policies that impact the future direction and implementation of OIG strategic vision, principles and products.
  • Utilizes state-of-the-art technology to identify new approaches to data analytics, e-discovery, etc., and to leverage technology in OIG work; analyzes data for program improvements; collaborates with senior leadership to develop actionable milestones and performance metrics to measure effectiveness of the innovation initiatives. Tracks the implementation of new or revised practices, assesses the progress, recommends necessary changes and evaluates the success of the implementation.

Qualifications

  • Narratives addressing your experience and ability in relation to each of the following Mandatory Technical Competencies. Each narrative response should not exceed two pages.
  • Address each of the following MTQs separately. MTQ statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications.
  • MTQ 1. Demonstrated experience advising high level officials on matters of management, policy, and review regarding innovation, change management, and implementing recommendations.
  • MTQ 2. Demonstrated experience developing an organizational vision and leading all aspects of an organization's innovation/change management program.
  • MTQ 3. Demonstrated ability to communicate effectively and work constructively and collaboratively with other internal and external organizations and other professional disciplines to enhance the effectiveness of operations.
