Duties

Help
  • Prior to contract advertisement, reviews plans and specifications to determine billability, constructibility and operability (BCO).
  • Independently interprets contract plans and specifications relative to all phases of construction and determines whether or not construction satisfies contract requirements.
  • Drafts proposed change orders and modifications to meet construction requirements, field conditions and other changes which would be beneficial to the Government
  • Provides training to subordinates and junior Construction Control Representatives
  • Oversees accomplishment of required testing of soil, concrete etc. to insure their conformance to the requirements of the plans and specifications, or that in the case of materials they are allowable substitutes.
  • Assures accomplishment of surveys and inspection of the various phases of assigned construction contracts.
  • Independently exercises authority when correcting all construction or safety deficiencies or other problems encountered.
  • Consults with contractors or their representatives relative to the development of modification s and change orders to adapt contract requirements for local conditions.
  • Maintains liaison with contractors personnel, local suppliers, governmental and private interested parties to promote cooperation and resolve differences.
  • Keeps project team, contractor, and project partners informed of activities and coordinates interactions

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-08 Specialized experience: One year of specialized experience at the next lower grade must be met, specialized experience is defined as: Experience in dam construction, gate replacement, marine concrete placement, and coffer dam construction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-07.

GS-09 Specialized experience: One year of specialized experience at the next lower grade must be met, specialized experience is defined as: Performs Quality Assurance and surveillance of assigned construction projects normally involving more than one project at a time with limited complexity. Basic familiarity with vertical and horizontal construction, dredging, marine construction, as well as interior building renovations. Assures contractor adherence to the approved safety program. Performs Quality Assurance inspections on facility preventative maintenance, service, and repair contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-08.

GS-10 Specialized experience: One year of specialized experience at the next lower grade must be met, specialized experience is defined as: Performs Quality Assurance and surveillance of assigned construction projects normally involving more than one project at a time with moderate complexity. Reviews, advises on, and evaluates contractors' quality assurance system. Extensive familiarity with vertical and horizontal construction, dredging, marine construction, as well as interior building renovations. Participates in analyzing and suggesting implementation of improved safety measures to the contractor's safety program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent


For GS-08: 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
For GS-09: 52 weeks of Federal service at the next lower grade or equivalent (GS-08).
For GS-10: 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
