Duties

Help
  • Supervise teams that conduct complex audits, evaluations, and reviews of NASA programs, projects, and operations in accordance with generally accepted government auditing standards.
  • Responsible for the daily supervision and development of staff in the completion of their audit activities<br>and professional development, while reporting directly to the Director of Financial Management
  • Lead and manage oversight of the independent public accountant's (IPA's) audit of NASA's financial statements and audit services contract in accordance with the GAO/CIGIE Financial Audit Manuel.
  • Prepares and guide others in preparing written documents, including detailed audit and program<br>evaluation reports, that provide findings, guidance, and recommendations to a wide range of audiences.

Qualifications

In addition to meeting the basic education requirement, to qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service that has equipped you with the specific knowledge, skills and abilities to successfully perform the duties of the position in the practical application of financial statement oversight, professional accounting and auditing principles, program management, procedures, and techniques.

Examples of specialized experience include:
(1)Leading a team of Financial Auditors to ensure effective accomplishment of an audit program plan and adherence to policy and objectives; such as conducting financial statement audits, single audits and audits of Improper Payments Information Act compliance.
(2) Providing expert leadership on financial statement oversight and grant audit policy development and interpretation, expert technical guidance on planning and performing financial audits, performing quality control reviews to ensure IPA's comply with audit standards and requirements.
(3) Applying management principles and practices to plan and coordinate the work of others and to ensure assigned staff skills match the needs of the assignment. Applying knowledge of supervisory techniques to evaluate the quality of work, and to identify and resolve problems.
(4) Evaluating performance, recommending or approving employee development and recognition, initiating or deciding appropriate remedial action for performance or conduct deficiencies, addressing grievances or complaints.
(5) Conducting technically complex and diverse single and multi site audits or reviews.

Education

Degree: accounting, auditing; or a degree including auditing courses in a related field such as business
administration, finance, or public administration that included or was supplemented by 24 semester hours in
accounting. The 24 hours may include up to 6 hours of credit in business law.

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., evaluation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
