The FVC strengthens national security at home and abroad by developing a trusted workforce, while leading the development of alternative risk-based methodologies for whole of government by streamlining services, promoting reciprocity and delivering quality holistic security, suitability, and credentialing. FVC transforms the end-to-end personnel vetting enterprise, including greater alignment and integration of insider threat, to ensure that all persons performing work for or on behalf of DoD and Executive Branch are, and continue to be, loyal to the United States, reliable, trustworthy, and of good conduct and character, applying mutually consistent standards and procedures.
This position is established to serve a growing program focused on improving our national abilities to detect, deter, and mitigate risk in the background investigation (BI) and vetting process. The incumbent will be required to independently analyze processes, data, applications and policy related to security, insider threat, counterintelligence (CI) and other related focus areas to develop requirements in support of change management and transformation efforts associated with reform of the Personnel Vetting program. As such, the incumbent will be part of a highly visible program that has broad interaction with security and CI professionals throughout the Department of Defense and the Intelligence Community. The incumbent must be able to confidently engage a wide range of audiences, build relationships with stakeholders, demonstrate superior analytic capability, promote technical innovation, provide tactical analytical support to emergent requirements, and assist this new program in developing a strategic analytic approach.
DCSA is under Defense Civilian Intelligence Personnel System (DCIPS); all Defense Intelligence positions under the DCIPS are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service. Non-DCIPS applicants selected for a DCIPS position must acknowledge in writing, prior to actual appointment to the DCIPS position, that the position for which he or she has been selected is in the excepted service and covered by DCIPS.
This position may be filled at either GG-03, GG-04, GG-05, GG-06 or GG-07 grade level. Please indicate the grade for which you want to be considered. The incumbent must possess the legal and personal qualifications to operate a passenger-type motor vehicle and travel via passenger aircraft.

Qualifications
To qualify for these positions you must meet the academic criteria specified below:
To qualify at the GG-03 pay level: You must be a high school graduate with 24 to 30 semester hours of college credit.
To qualify at the GG-04 pay level: You must be a high school graduate with 31 to 59 semester hours of college credit.
To qualify at the GG-05 pay level: You must be a high school graduate with 60 to 89 semester hours of college credit.
To qualify at the GG-06 pay level: You must be a high school graduate with 90 or more semester hours of college credit.
To qualify for the GG-07 pay level: You must have conferred your undergraduate degree by May 2020 and be accepted into a graduate level educational program for the Fall 2020 semester. Proof of acceptance must be provided prior to start of position.
In addition, an ideal candidate would possess basic skill in using office automation programs such as Microsoft Office, Excel, Power Point, or other desktop software programs. Additionally, the ability to organize work and communicate effectively in a professional environment are highly desirable traits.

Applicants must be degree seeking students, enrolled at least half-time in an accredited educational institution. (Half- time enrollment is defined by the educational institution. DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities.
