Summary

The Division of Institution and Award Support (DIAS), situated within the NSF Office of Budget, Award and Financial Management (BFA), has broad responsibilities related to the oversight of NSF investments by institutions receiving NSF funds; development of NSF policies and procedures; outreach; and the design and development of information technology (IT) systems facilitating award management.  The employee serves as a Senior IT Specialist reporting to the Head, DIAS Systems Office.

Duties

Help

As an Information Technology Specialist, you will perform the following duties:

  • Plays a major role in developing business rules and system edits affecting the NSF Awards System and contributes to development of innovative IT approaches to grant and cooperative agreement proposal review and processing as a technical expert in the field.
  • Plans and analyzes NSF business operation needs, applying knowledge of systems’ capabilities and an understanding of grant policy and procedures as well as operational requirements of NSF program offices.
  • Analyzes DGA/DACS/HRM award operation needs; prepares specifications for enhancing current and projected systems; and recommends critical IT enhancements for increasing the efficiency and effectiveness of administrative activities across the grants life-cycle.
  • Recommends new and innovative approaches to grants systems development to resolve critical problems and issues.
  • Serves as primary liaison with DIS on issues related to system applications status, priorities, and implementation.
  • Develops communications intended for grants officers and program office staff on system applications in the form of technical announcements understandable to lay audiences.
  • Plays a major role in the testing and validation of NSF-wide databases.
  • Provides Awards Systems data extraction, manipulation, interpretation, analysis, and reporting requiring the application of many different and unrelated processes and methods to a broad range of IT activities.
  • Keeps the NSF program staff informed of enhancements and issues in systems applications, initiatives, and databases impacting proposal processing and grant administration.
  • Serves as NSF/BFA/DIAS representative on internal and external working groups providing expert advice and accurate information effectively communicating the needs of NSF and its stakeholder communities for a broad range of IT activities as a technical expert.

Qualifications

Applicants must have IT-related experience demonstrating each of the following four competencies:

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the competencies, applicants must meet the specialized experience listed below:  

To qualify for the GS-14, you need to have one year of specialized experience equivalent to the GS-13 level in the Federal service.  Specialized experience is defined as experience developing organizational business rules and IT system changes related to grants or financial management. 

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
