Duties

Help
  • You will manage all aspects of the repository of Navy and Marine Corps international agreements managed by the OJAG National Security Law Division.
  • You will review, analyze, and organize all international agreements and arrangements within the DoN?s repository and recording relevant information about international agreements and its associated documents in a searchable online database.
  • You will ensure compliance with pertinent DoD and DoN instructions pertaining to International Agreements.
  • You will plan, research, develop, and inform negotiations on high-level, complex, significant, precedent-setting, and delicate issues involving legal relationships with foreign governments and international organizations and institutions.
  • You will serve as the main point of contact within the National Security Law Division for international agreements and arrangements requested by outside entities, as well as guidance on their status, applicability, legal effect, and related matters.
  • You will lead efforts to reach out to senior judge advocates at Fleets and Combatant Commands for additional international agreements, arrangements, or associated documents that should be in the DoN repository.
  • You will independently ensure compliance with Case-Zablocki Act requirements and its implementing DoD or DoN instructions.

Qualifications

The Office of Personnel Management (OPM) has not issued qualification standards for attorney positions. However, the Office of the Judge Advocate General set minimum qualifications for this attorney position as outlined below.
(1) Incumbent must have as a minimum a Juris Doctorate (J.D.) degree from an American Bar Association accredited law school and be a member in good standing of the bar of the highest court of a State within the United States. Prior experience in the field of international law is desirable. Prior experience in the Department of Defense or Department of State is also desirable.

(2) Incumbent must have sufficient knowledge and skill in the field of international agreements, treaty law, contract law, or an associated area of practice to review, analyze, and discern relevant information contained in international agreements, negotiating instruments, and associated documents accurately and efficiently. The ability to interpret complex legal agreements between parties will be of critical importance.

(3) An advanced level of proficiency in Microsoft Access is highly desirable. Some proficiency in SharePoint, Adobe Acrobat, Microsoft Word, and Microsoft Excel is also desirable.

(4) Knowledge of the functions and organizational relationships of the Department of Defense, Navy, and Naval operating forces would be desirable.

(5) An understanding of implementation and ratification procedures in other countries is preferred. Experience working overseas, particularly in negotiations or meetings with foreign entities, would also be helpful.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

This job does not have an education qualification requirement.

Additional information

The selectee is required to meet one or more of the employment conditions before the appointee will receive a tentative offer of employment. A tentative offer of employment will be rescinded if the selectee fails to report to any of the scheduled appointments, fails, the medical/agility/drug tests, lacks the certifications requirements, or is unable to obtain a Top Secret Security Clearance. Incumbents of drug testing designation positions will be subject to random testing. Drug test results will be provided to the employing activity/command.

Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions.
