The selectee will serve as a Supervisory Financial Management Analyst responsible for all aspects of budgeting and financial management for the Office of Regional Financial Services Division

Oversees Budget Activity (BA) 53 execution within a zone, which includes funds management across one or more regions. Provides conceptual and technical direction and control for the administration of BA53. Provides, interprets, and implements planning and financial program policy and procedural directives required to execute the budget.
Oversees managing the daily funding operations including control and tracking of approved funding and obligations. Manages the review and tracking of budgetary anomalies across GSA systems as it pertains to BA53.
Oversees Revenue management within a zone, which includes one or more regions, maintaining close, continual and effective liaison with the Central Office PBS Analytics Division, and Regional PBS senior managers to ensure that PBS's program operations support the PBS Revenue program. In this capacity, the position oversees the review and formulation of the annual Rent Estimate for a zone, and provides recommendations and concerns regarding projected revenue and expenses. Evaluates the need to modify or develop new Revenue policies and programs across the zones and determines when to implement additional controls.
Serves as a leader in change management for the Division, advocates change in policies and technologies to deal with changing business strategies, maintains up-to-date knowledge in the field of financial management, introduces new policy and operational concepts to the Division, and leads subordinates in accepting and implementing change.
Oversees the financial performance of PBS business operations through the planning and monitoring of income and expenses at the regional and asset level. Assists PBS in the development of Funds from Operation (FFO) plans, monitors progress, provides recommendations to improve performance, and works directly with PBS or OCFO to resolve any actionable performance items. Performs analyses of contributing factors to PBS expenses, including General & Administrative (G&A), Labor Distribution, and Overhead Distribution.

To qualify, you must have at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-14 in the Federal service. Specialized experience must be directly related to finance, accounting, and budgeting that is used in decision making such as administering, developing, and monitoring all aspects of Federal budget systems including formulation, presentation and execution; rent revenue development, presentation, monitoring of billing and collection reconciliation and appraisal techniques; rent revenue tools (e.g. rent estimates, billing, rent payments, charge-backs, etc.) and related financial information systems.
