Duties

Help

COM provides public affairs, and graphic/visual support, for major VHA health care benefit programs.
Major Duties:
Graphic Design: 75%

  • Produces a variety of original designs and visual communications for use in a variety of electronic and/or other presentation productions, such as training, publications, briefings, seminars, conferences, and video productions.
  • Produces complete, accurate, complex, high level, visual information products using highly sophisticated and dedicated computer graphics systems and programs.
  • Performs a visual review of finalized publications to ensure adherence to principles of typography and design.
  • Coordinates review of publications with the customer and department editing/print managing staff.
  • Reviews printer proofs (both hardcopy and electronic) of complex publications.

  • Ability to use and minimally maintain (changing out paper rolls/reams and ink/maintenance cartridges) plotter and laser printers.
  • Ability to use memory card readers (for photography and videography-based files)
  • Ability to use CD/DVD burners.
Customer Service: 20%
  • Coordinates with customers submitting visual information photo/graphics work orders.
  • Participates in the development of immediate and long-term plans.
  • Provides the customer (both local and remote) with review composites of publications (both electronic and hardcopy), requiring approval prior to final production stage.
General: 5%
  • General work assigned by VHA OCC Senior Management, Director of Communications, or the Visual Information Supervisor.
Work Schedule: Monday - Friday - 8:00 AM - 4:30 PM

Qualifications

SPECIALIZED EXPERIENCE: Possess one year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience includes experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. In addition, creating web content management, designs, executes, and produces computer generated graphics and video for various types of media, to include social media, support material which require knowledge and understanding of proper format and targeted audiences. Must have experience with graphic design, photography, web design, social media strategies, and have marketing knowledge/expertise. SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Possess the successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, with a major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment.

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Possess the equivalent combinations of successfully completed graduate education and specialized experience, as described above, and may be used to meet total qualification requirements. Only education in excess of one year (excess of 18 semester hours) of graduate education is creditable towards this requirement.

Physical Requirements: The work is primarily sedentary; however, some walking and standing may be required in conjunction with travel and attendance at events away from the work site. Extended periods of standing and walking are required during photoshoots and videography assignments. The employee may be required to carry or lift items such as plotter paper rolls of up to 25 lbs., papers, books, or small parts, or drive a motor vehicle. Employee may be required to use power tools (e.g., table, miter and jig saws, drills hand held and press, etc.) and materials such as adhesives, sand paper and paint in a workshop environment.
Work is typically performed in an office setting, which is adequately lighted and heated. Occasional travel may be required.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
