Duties

Help

As a Human Resources Assistant (OA), you will:

  • Provide technical support and assistance to the Director, Office of Human Resources, and Human Resources Specialists who have overall program responsibilities.
  • Verify and enter vacancy and employee information using the (Workforce Transformation Tracking System) WTTS and Federal Personnel Payroll System (FPPS) system. 
  • Process entrance on duty (EOD) packages and conduct new employee orientation including providing assistance regarding State and Federal tax forms.
  • Process benefit related forms: Thrift Savings Plan (TSP); Federal Employees Group Life Insurance (FEGLI); Retirement; and Federal Employee Health Benefits (FEHB).
  • Scan and upload documents into the electronic Official Personnel File (eOPF), maintain the file and related documents and others personnel documents.
  • Forward payroll documents and other materials as required. Maintain payroll and personnel documents and dispose of in accordance with OPM Records Management Schedule, DOT/OST/MARAD guidelines, and Privacy Act.

The ideal candidate should have experience in Human Resources (HR) rules, procedures, and operations sufficient to process personnel actions such as determining Within Grade Increases (WIGI), Change in Tenure Groups, Service Computation Dates, and Wage Grade Pay.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • You must possess a typing speed of at least 40 words per minute.
  • Position is subject to background investigation.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-07 on Experience, you must have at least one year of experience equal or equivalent to the GS-06, it must include:

  • Experience in processing a variety of actions in personnel and payroll HR systems: for example, WTTS, FPPS. Should also have worked with various pay scales, i.e., general schedule, wage grade and teaching pay plans (AD).

 
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
